Position Summary

We are seeking a proactive and experienced HSE Officer to support our field operations and ensure compliance with all health, safety, environmental, and client requirements. The successful candidate will work closely with project teams, supervisors, and clients to promote a strong safety culture and maintain zero-harm performance.

Responsibilities

• Conduct site safety inspections and audits.
• Ensure compliance with Singapore HSE regulations and client requirements.
• Prepare and review Risk Assessments (RA), Job Hazard Analyses (JHA), Safe Work Procedures (SWP), and Method Statements.
• Complete International safety statistic reports and Behavioral-based safety observation reports for Cat Tech International HSE Management.
• Conduct in-house trainings and refreshers, as needed.
• Conduct toolbox meetings, safety briefings, and site inductions.
• Monitor work activities including:
• Confined Space Entry

b. Reactor Entry

c. Catalyst Handling Operations

d. Lifting Operations

e. Working at Height

• Investigate incidents, near misses, and unsafe conditions.
• Implement corrective and preventive actions.
• Monitor PPE compliance and safety standards.
• Maintain HSE records, reports, and documentation.
• Liaise with clients, contractors, and regulatory authorities on HSE matters.
• Support emergency preparedness drills and response activities.

Requirements

• Diploma or Degree in Occupational Safety & Health, Engineering, or related discipline.
• 5 years of experience within oil/gas/petrochemical industry as a safety officer
• Experience supporting reactor entry and catalyst handling operations is highly desirable.
• Strong knowledge of Singapore WSH regulations.
• Excellent communication and reporting skills.
• Ability to conduct incident investigations and root cause analysis.
• Proficient in Microsoft Office (Excel, Word, PowerPoint).
• Strong leadership and safety coaching abilities.

Job Type: Full-time

Pay: $3,500.00 - $5,000.00 per month
