What The Role Is

The Agency for Care Effectiveness (ACE) is the national health technology assessment (HTA) and clinical guidelines agency. Our work helps healthcare providers, patients and payers make better-informed decisions about patient care. We do this by:

  • Evaluating health technologies (e.g. drugs, vaccines, medical technologies, cell and gene therapies). Our evidence-based evaluations inform funding decisions and appropriate use through technology guidances. We also track utilisation and outcomes, and develop strategies to drive adoption;
  • Developing and publishing clinical guidelines that guide healthcare professionals (HCPs) on specific areas of clinical practice.
  • Providing healthcare professional education to assist HCPs in applying the best available evidence in their practice
  • Delivering healthcare consumer education, through information and tools that help patients and caregivers learn about medical conditions and treatment options.

This role offers the opportunity to develop capabilities in policy development, strategic planning and managing diverse stakeholders across the public and private sectors. You will work in a fast-paced and dynamic environment, and contribute to shaping ACE's strategic direction and policies.

Join us if you are looking to:

  • Be at the forefront of health policy in Singapore, working on issues that directly shape patient care and healthcare system outcomes
  • Gain broad exposure across policy, strategy, stakeholder engagement and corporate functions in a single role
  • Work in a collaborative team that values intellectual rigour, initiative and continuous learning
  • Seek opportunities for professional development, including engagement with international HTA bodies and policy networks.

You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What You Will Be Working On

As a Lead Manager/Senior Manager/Manager in ACE's Planning & Policy (P&P) Division, you will support the implementation of ACE's work plan and objectives. The role offers exposure across policy, strategy, stakeholder engagement and corporate functions, in the key areas below:

Strategic Planning and Policy Development

  • Lead policy research and development to address emerging challenges, translating system-level trends and cross-agency developments into recommendations for advancing ACE’s strategic priorities
  • Proactively identify interdependencies across ACE’s different workstreams, in alignment with MOH's overall strategic objectives
  • Lead ACE's annual workplan exercise and coordinate the development of its medium- to long-term strategic plans, framing strategic issues and synthesising cross-cutting insights into actionable recommendations
  • Monitor and evaluate the outcomes and effectiveness of policies

Stakeholder Engagement and Partnership Management

  • Develop and execute stakeholder engagement strategies that advance ACE's policy objectives and encourage the adoption of ACE's guidances
  • Cultivate strategic partnerships with local and international partners, identifying opportunities for knowledge exchange, joint initiatives and policy learning
  • Design and facilitate stakeholder consultations and feedback processes that distil ground-level feedback into meaningful inputs for policy development and strategic planning

Organisation Development & Corporate Functions

  • Drive organisational development and transformation efforts with meticulous attention to process and outcomes, so that ACE's systems and processes remain fit-for-purpose and future-ready
  • Manage finance, procurement and contract management matters in support of strategic initiatives and policy implementation
