Job Description

Responsibilities

Fiberlink is building an independent, market-neutral international telecommunications wholesale business focused on international Voice and A2P Messaging. The team will connect mobile network operators, carriers, aggregators and enterprise and CPaaS partners across regional and global markets. Fiberlink combines direct commercial ownership with proven technology and managed-service partners to build scalable, carrier-grade platforms without unnecessary organizational complexity.

This is an early-stage build opportunity rather than a steady-state operations position. The successful candidate will join a lean team with direct influence over Fiberlink's platform architecture, vendor choices, operating model and launch readiness, and will help establish the technical foundation for the company's future growth.

The Technical Platform & Operations Lead will own the technical blueprint, implementation and operational readiness of Fiberlink's international wholesale Voice and A2P Messaging platforms. The role will also anchor the carrier-grade Voice foundation new business, including application-to-telephony connectivity, routing, quality, resilience and operational assurance. The role is accountable for translating commercial requirements into secure, scalable solutions; managing technology partners and outsourced operations; and ensuring that services launch and run reliably.

This is a Voice- and A2P-led, cross-domain leadership role. The successful candidate must bring deep hands-on expertise in international or wholesale Voice and credible implementation or operational exposure in A2P Messaging. Equal depth across both domains is preferred; strong Voice capability is essential, together with sufficient A2P knowledge to own the end-to-end solution and challenge specialist vendors effectively.

Key accountabilities:

1. Platform architecture and technical strategy:

  • Define and maintain the end-to-end architecture for international Voice, the Voice foundation supporting new business and A2P Messaging, including interconnection, routing, rating, billing, monitoring, security, fraud controls, reporting and high availability.
  • Convert business plans, traffic forecasts and commercial products into capacity, resilience, interface and operational requirements.
  • Determine which capabilities should be owned by Fiberlink and which should be provided through managed services, platform vendors or an outsourced Network Operations Centre (NOC).
  • Ensure the architecture can support phased growth without unnecessary upfront complexity or cost.

2. Vendor selection and implementation:

  • Lead technical requirements definition, Request for Information and Request for Proposal processes, solution evaluation, proof-of-concept testing and technical due diligence.
  • Challenge vendor proposals on architecture, scalability, interoperability, security, delivery schedule, service levels, disaster recovery, support model and total cost of ownership.
  • Own the implementation plan from detailed design through integration, testing, migration, acceptance and production launch.
  • Coordinate internal stakeholders, mobile network operators, carriers, aggregators, platform providers and outsourced operations teams.

3. Voice and messaging interconnection:

  • Oversee onboarding and technical integration of Voice carriers, messaging aggregators, mobile network operators and enterprise/CPaaS partners.
  • Govern SIP/SBC/softswitch and related Voice interconnections, route configuration, numbering, codec/media handling and signalling quality.
  • Govern SMPP/HTTP/API messaging interconnections, SMSC/SMS hub connectivity, sender-ID controls, delivery receipts and route configuration.
  • Ensure that new routes and partners pass documented technical, quality, security and commercial acceptance criteria before launch.

4. Service operations and assurance:

  • Establish the operating model, procedures, escalation matrix, service levels and key performance indicators for 24x7 Voice and Messaging operations.
  • Manage the outsourced NOC and specialist support partners while retaining clear technical accountability within Fiberlink.
  • Monitor service availability, traffic patterns, answer-seizure ratio, average call duration, post-dial delay, message delivery rates, latency, error codes and route quality.
  • Lead major-incident response, root-cause analysis, corrective actions, change management, capacity management and service-improvement reviews.

5. Security, fraud and revenue protection:

  • Define controls for Voice fraud, traffic pumping, spoofing, CLI manipulation, bypass, artificial traffic, spam, smishing, grey routes and unauthorized messaging traffic.
  • Work with technology partners to implement Voice and SMS firewall policies, anomaly detection, access controls, audit trails and escalation procedures.
  • Ensure technical controls support revenue assurance, accurate rating and billing, settlement validation and dispute investigation.
  • Maintain appropriate security, business-continuity and disaster-recovery practices for all critical platforms.

Essential experience:

  • Approximately 8-15 years of relevant telecommunications experience, including at least five years directly in international Voice NOC, VoIP operations, Voice engineering, switching or carrier interconnect environments.
  • Deep hands-on expertise in international or wholesale Voice is essential, including live traffic monitoring, routing, interconnection and service assurance.
  • Credible implementation, integration or operational exposure in A2P Messaging; candidates are not expected to have the same depth in A2P as in Voice.
  • Experience implementing, migrating, operating or materially upgrading a carrier-grade telecommunications platform.
  • Experience managing technology vendors, systems integrators, managed-service partners or outsourced NOC teams.
  • Strong understanding of service assurance, fault management, international Voice traffic monitoring, capacity planning, high availability and disaster recovery.
  • Hands-on troubleshooting of call-quality and signaling issues using packet captures, call traces, CDRs and protocol analysis.
  • Practical experience with least-cost routing, route-quality optimization and global carrier or vendor management.
  • Working knowledge of Voice fraud prevention, including international revenue share fraud, traffic pumping, spoofing and SIP-based attacks.
  • Ability to translate commercial products, traffic forecasts and margin requirements into technical and operational decisions.

Technical knowledge:

  • Voice: strong knowledge of SIP, RTP and VoIP protocols; hands-on familiarity with softswitch, session border controller and Voice monitoring tools; VoIP routing, least-cost routing, numbering, codecs, CDRs and international carrier interconnection; working knowledge of SS7/SIGTRAN, IMS and 5G Voice evolution is advantageous.
  • Messaging: SMPP, SMSC/SMS hub, HTTP/API connectivity, delivery receipts, sender-ID management, error handling and A2P route quality; knowledge of SMS firewall and monetization controls is advantageous.
  • Operations: monitoring and observability tools, incident/problem/change management, Linux and IP networking fundamentals, logging, packet captures and performance reporting. Candidates should be comfortable interpreting ASR, ACD, PDD and NER and using these indicators to diagnose route and service-quality issues.
  • Commercial systems: rating, billing, reconciliation, settlements, revenue assurance and traffic-margin reporting.

Education and certifications:

  • Bachelor's degree in Telecommunications, Electronic/Electrical Engineering, Computer Science, Information Technology or a related discipline, or equivalent relevant industry experience.
  • ITIL, project-management, network, cloud or vendor-specific certifications are advantageous but not mandatory.

Leadership and working style:

  • Hands-on and comfortable operating in a lean, greenfield environment with limited organizational infrastructure.
  • Able to move between architecture, implementation details, operational and executive-level discussions.
  • Commercially aware, evidence-led and willing to challenge unsupported assumptions or unsuitable vendor recommendations.
  • Structured in documentation and governance, but pragmatic enough to maintain delivery momentum.
  • Strong written and verbal English; Bahasa Malaysia and additional regional languages are advantageous.
  • High integrity and discretion when handling commercially sensitive network, traffic and partner information.

Success measures - first 12 months:

  • Architecture: Approved scalable blueprint, interfaces, security model and operating model for both Voice and A2P Messaging.
  • Vendor delivery: Technology partner(s) selected through a documented evaluation and contracted against measurable requirements.
  • Launch readiness: Platforms integrated, tested, accepted and ready for controlled commercial traffic within the agreed program timeline.
  • Operations: 24x7 monitoring, escalation, incident, change and reporting processes operating with clear ownership and service levels.
  • Quality: Route and platform performance measured consistently, with issues identified early and corrective action tracked.
  • Risk control: Effective Voice and messaging fraud, security, access, resilience and revenue-assurance controls implemented.
  • Scalability: Capacity and support model able to accommodate the approved traffic ramp without service degradation or uncontrolled cost.

Preferred profile - a Voice-first technical lead with deep expertise in international Voice and credible delivery exposure in A2P Messaging. Fiberlink will prioritize Voice architecture ownership, live operational capability, implementation track record and vendor-challenge skills over a perfect 50:50 split between Voice and A2P Messaging.

Potential backgrounds include international wholesale carriers, mobile network operators, Voice and messaging aggregators, CPaaS providers, managed-service organizations, platform vendors, carrier hubs and telecommunications systems integrators.
