Job Description

Responsibilities

Job Purpose

The Specialist, Credit Management supports the development, implementation and monitoring of credit management practices for CGC Digital's financing and guarantee programmes. The role is responsible for conducting credit assessments, supporting credit policy implementation, monitoring portfolio performance and assisting in credit-related analysis to ensure prudent portfolio growth and sound credit decision-making.

The role is a first-line control function embedded within the business. It applies and monitors adherence to approved credit policies and parameters; it does not set them. Policy ownership and second-line challenge rest with CGC Group Risk Management. Model development sits with Digital Risk Intelligence and independent model validation follows the approved model governance framework.

Authority: the role recommends and does not approve. Formal credit decision rights rest in the applicable delegation of authority framework. The role issues credit opinions and recommendations that must be considered before approval, identifies breaches, triggers mandatory escalation, and verifies that required approvals have been obtained. It escalates directly to the Chief Growth Officer where a matter is material and unresolved and has unrestricted access to CGC Group Risk Management on any material credit concern without requiring commercial clearance.

Roles & Responsibilities

1. PROCESS EXCELLENCE

  • Credit Policy Implementation and Parameter Management: Implement and maintain CGC Digital's approved credit policies, parameters, eligibility rules and delegated authorities across the digital financing and guarantee portfolio, including the parameter register for each live programme. Maintain a deviation and exception register and report exceptions on a defined cycle. Propose changes to credit parameters, eligibility rules and underwriting criteria, supported by portfolio evidence, for approval through the applicable governance route. Policy ownership rests with CGC Group Risk Management and the Risk Management Committee; this role implements, monitors adherence and proposes.
  • Counterparty Credit Assessment: Assess the financial standing, credit framework, underwriting practice, risk appetite and portfolio performance of each financing partner, fintech platform and ecosystem partner before onboarding, and issue a written credit opinion on each. Maintain a partner risk rating and reassess on a risk-based cycle rather than only at contractual renewal.
  • Programme Credit Structure: Assess the credit structure of each proposed programme — eligibility criteria, coverage ratio, guarantee fee and step-up mechanism, tranche sizing, concentration limits and expected loss — and state whether the proposed terms are sustainable against the fund's expected loss ceiling. Provide the credit input to commercial term structuring alongside the Head, Partnerships & Business Development and Digital Risk Intelligence.
  • Partner Assurance and Risk-Based Sampling: Conduct risk-based sample reviews of accounts onboarded by partners to verify adherence to agreed eligibility criteria and onboarding conditions, and independently verify partner compliance alongside the programme's preventive controls — automated eligibility checks, data validation, pre-issuance checks, contractual conditions and approved limits — on which first reliance is placed. Identify the credit consequences of partner operational weaknesses such as inaccurate data submission, servicing failures or inadequate collections, and seek assurance from the responsible operational, compliance and risk functions.
  • Portfolio Monitoring and Reporting: Produce a monthly portfolio report to the Head, Partnerships & Business Development and the Chief Growth Officer covering, by partner, programme and origination vintage: utilisation against limits signed, delinquency by arrears bucket, non-performing exposure, roll rates, cumulative vintage default curves, concentration by sector and partner, claims against fees earned on a comparable cohort basis, realised against expected loss, and loss-reserve adequacy over each facility's remaining life.
  • Thresholds and Escalation: Monitor each programme against its agreed thresholds. Escalate a material breach of a contractual threshold or of risk appetite — including a step-up trigger, a concentration limit or an expected loss ceiling — immediately on detection and no later than the next business day, so that further issuance can be considered before exposure grows. Escalate an approaching breach or an emerging adverse trend in roll rates or vintage curves on a risk-based cycle shorter than the monthly reporting cycle. Routine portfolio performance is reported monthly.
  • Partner Portfolio Actions: Monitor partner portfolio-management actions that affect reported credit quality — including account cancellation, replenishment and restructuring — and quantify their effect on reported non-performing exposure, on the rate at which the loss reserve accumulates, and on the loss pool it must cover. Report any action that flatters reported performance or defers a contractual trigger.
  • Process, Documentation and Governance: Ensure credit processes, assessments, documentation and recommendations are completed accurately and in accordance with approved policies, delegated authorities and applicable governance requirements. Provide the credit input to CGC Digital's product development governance, including to the New Product, MPE or NPE classification determined by the responsible governance owner, and verify that the approvals a credit decision requires have in fact been obtained.
  • Credit Analytics and Model Challenge: Act as the business consumer and first-line challenger of the credit models and scorecards applied to the guarantee portfolio. Model development sits with Digital Risk Intelligence and independent validation follows the approved model governance framework; this role performs neither. It is accountable for examining actual credit outcomes against model expectations, for reporting where predicted and realised performance diverge, for identifying portfolio or operational weaknesses arising from model use, and for feeding realised repayment, default and claims outcomes back to Digital Risk Intelligence. Specify the credit data required from each partner for inclusion by Legal and Partnerships in the partner agreement, and report where agreed data is not being received.
  • Exception Closure and Follow-Through: Maintain visibility of identified credit exceptions and control weaknesses through to closure: the assigned owner, the remediation required, the due date and the evidence of completion. Report items overdue or unresolved. Remediation is executed by the responsible owner; this role tracks, reports and escalates, and is not accountable for correcting each weakness personally.

2. STAKEHOLDER MANAGEMENT

  • Collaborate with Product, Operations, Strategy & Data Analytics, Risk Management, Finance, Legal, Compliance and Technology teams on credit-related requirements for products, programmes and initiatives.
  • Prepare and present credit analyses, recommendations and portfolio insights to relevant management committees, approving authorities and internal or external stakeholders, and provide the credit input to Risk Management Committee and Board Risk Management Committee submissions sponsored by the responsible management owner. Credit assessments, portfolio reports and exception registers are made available to CGC Group Risk Management in the form issued.
  • Claims and Recovery Support: Provide credit input to claims assessment, disputed claims and recovery monitoring, and analyse claims experience by partner, programme and vintage to inform pricing, coverage and eligibility.

3. FINANCIAL PERFORMANCE

  • Guarantee Economics: Support sustainable portfolio growth by balancing business objectives with appropriate credit risk parameters, underwriting standards and portfolio quality considerations. Report programme economics on a comparable cohort and exposure basis — fees earned, expected lifetime claims, claims incurred and paid, recoveries, and net programme contribution — rather than comparing contemporaneous fees with claims, which flatters a young book.
  • Fund Adequacy: Report expected aggregate claims against available loss-bearing resources and each programme's approved risk or capital limits. Distinguish economic expected loss, accounting expected credit loss under MFRS 9 and contractual loss-reserve accumulation; these are related but not interchangeable. Finance owns the accounting methodology; this role supplies the credit-quality analysis behind it and examines what it means for programme sustainability.

4. LEARNING & GROW

  • Demonstrate ownership and accountability for assigned credit initiatives, portfolio reviews and credit-related deliverables.
  • Continuously strengthen knowledge and technical capability in credit management, MSME financing, digital lending, credit guarantees, portfolio analytics and emerging industry practices.
  • Develop and enhance credit tools, templates, guidelines and analytical approaches to improve the consistency, efficiency and quality of credit management activities.
  • Share credit knowledge and provide technical guidance to colleagues across the Growth Tower and relevant stakeholders to strengthen CGC Digital's overall credit management capability.

Qualifications:

  • Degree in Business, Economics, Finance or related field.

Requirements:

  • Experience: At least five years in credit risk, credit analysis or portfolio management in a financial institution, development finance institution, credit guarantee institution or regulated lender, including direct responsibility for assessing credit and for monitoring a live portfolio, and for writing credit opinions that withstand challenge.
  • Technical Skills: Working command of credit assessment and the credit lifecycle — underwriting, delinquency, default, cure, recovery, concentration, vintage analysis and expected credit loss. Working knowledge of the regulatory and policy perimeter applicable to CGC Digital, including PDPA and eKYC obligations and any BNM requirements that apply to the Company's activities. Familiarity with product pricing and financial analysis is preferred.
  • Data and Model Literacy: Demonstrated ability to extract, reconcile and analyse portfolio data using Excel and at least one analytical tool; SQL strongly preferred. Able to interpret vintage and roll-rate analysis and scorecard output, to understand what a cut-off or eligibility change does to approval volume and portfolio quality, and to challenge a model's performance against observed outcomes. Equally important is the ability to question data integrity — duplicate transactions, missing repayment outcomes, inconsistent default definitions and unreliable partner submissions — since these invalidate any analysis built on them.
  • Preferred Knowledge: Direct experience of credit guarantee mechanics — coverage ratios, guarantee fees and step-up mechanisms, replenishment and cancellation, claims and recovery, loss-reserve accumulation and fund adequacy — and of MSME or digitally delivered financing. Strongly preferred but not required on entry; a candidate strong on the essential requirements above can acquire this knowledge in post
  • Analytical Skills: Strong problem-solving and data analysis skills.

Skills/Competencies:

  • Communication: Excellent inter-personal communication abilities.
  • Other: Broad understanding of MSME sector and financial services; adaptable to change.

Pay: RM3,400.00 - RM4,500.00 per month

Benefits:

  • Dental insurance
  • Health insurance
  • Maternity leave
  • Opportunities for promotion
  • Parental leave
  • Professional development
  • Work from home
