Job Description

Responsibilities

What The Role Is

You are responsible for the contract management of training systems and training-related contracts residing in a Training Hub.

What You Will Be Working On

  • Review contracting approaches, pricing mechanisms, and Key Performance Indicators (KPIs) prior to contract renewal, including consulting users on changes to services, preparing the Contract Review Report (CRR), assessing and recommending contractors for tender participation, and determining appropriate evaluation methods
  • Staff all training-related contracting papers to seek approval for the establishment of contract renewals from relevant outsourcing forums
  • Work with users and Defence Science and Technology Agency - Procurement (DSTA-Procurement) in preparation for tender, facilitate tender evaluations, complete tender evaluation reports and ensure confidentiality of all tender-related information
  • Manage, mitigate and resolve ground issues that may arise between contractors and users, document all incidents, and work with DSTA-Procurement to execute Liquidated Damages (LDs) and contract terminations where necessary
  • Conduct engagements with users and contractors to resolve and improve processes, manage requests from both parties and compile records of discussions for knowledge retention
  • Conduct annual contract management self-assessments for all contracts under purview and follow up to ensure necessary actions are taken on all highlighted observations
  • Serve as the main point of contact for audits conducted for contracts under purview and follow up to ensure all audit observations are closed

Challenge(s)

  • Balancing stakeholders' interests against the principles of procurement, maintaining neutrality as the liaison between users and DSTA-Procurement to ensure fair competition and value for money while safeguarding users' interests
  • Striking a balance between desired training outcomes and cost by establishing reasonable KPIs that are fair to both contractors and the Authority, while working closely with users to manage the impact of KPI stringency on contract costs
  • Ensuring Life Cycle Management (LCM) requirements and KPIs are incorporated and monitored in training system contracts to ensure contractor compliance throughout contract execution

What We Are Looking For

  • Education in Business, Finance, Supply Chain or a related field is preferred
  • At least 5 years of relevant experience in contract management or government procurement is preferred
  • Good understanding of procurement principles, including fair competition and value for money
  • Proficiency in Microsoft Office applications
  • Good communication and stakeholder management skills
