Job Description

Responsibilities

What The Role Is

HTX is Singapore's Science and Technology agency that brings together diverse scientific and engineering capabilities to develop transformative, operationally ready solutions for public safety. As a statutory board under the Ministry of Home Affairs, HTX works at the forefront of science and technology to empower the Home Team with cutting-edge capabilities. Guided by our mission to amplify, augment and accelerate the Home Team's advantage, we are committed to keeping Singapore the safest place on planet Earth.

From data to decisions, from insight to action — we harness data, AI and technology for public safety. By applying data science, AI, and engineering, we build enterprise data and exchange platforms, innovative products, and sensor-driven systems that transform complexity into situational awareness for the Home Team, safeguarding our nation’s future.

You will design, build and deploy AI solutions that detect anomalies and predict risks in complex operational data, and turn them into cloud-hosted enterprise toolkits that Home Team officers can use widely on a self-service basis.

What You Will Be Working On

  • Anomaly & Risk Discovery: Develop advanced methods to detect anomalies, outliers and risk signals across tabular, time-series, text, image data, applying techniques such as supervised, unsupervised and self-supervised learning, time-series and tabular foundation models, and graph neural networks.
  • Relational & GenAI Sensemaking: Apply knowledge graphs, link analysis and entity resolution to uncover hidden relationships and coordinated behaviour; use LLMs and multimodal models to extract risk indicators from unstructured data and explain flagged cases in plain language.
  • Agentic Investigation: Build agentic workflows that gather context, cross-reference sources and assemble evidence for flagged cases, with human oversight at key decision points.
  • Enterprise Toolkits on Cloud: Productise proven methods into modular, reusable toolkits (APIs, low-code interfaces, analytic workspaces) that are scalable, secure and compliant with government data and access requirements.
  • MLOps & Responsible AI: Set up evaluation, drift monitoring, retraining and management of model quality; embed explainability, human feedback loops and guardrails to keep models reliable, fair and trusted.
  • Strategy & Collaboration: Contribute to our Risk Sensemaking roadmap, advise operational units on AI opportunities, and work with HTX, MHA, industry and academic partners to deliver mission-critical solutions.

What We Are Looking For

  • Degree in Data Science, Applied AI, Statistics, Computer Science, Applied Mathematics or a related quantitative field.
  • Data Scientist: 2–3 years of hands-on experience building and deploying production ML/AI models.
  • Senior Data Scientist: 5+ years of relevant experience, with a track record of technical leadership and delivering AI systems or products into production.
  • Proficiency in Python, SQL and modern ML/DL frameworks (e.g. PyTorch, scikit-learn, Hugging Face), with hands-on experience with machine learning and anomaly detection libraries, LLM serving and LLM application or agent frameworks.
  • Strong grounding in two or more of: anomaly and outlier detection; time-series forecasting and foundation models; graph analytics and knowledge graphs; GenAI, LLMs, RAG and agentic AI; NLP and multimodal information extraction; explainable AI.
  • Practical experience with Docker, Kubernetes, MLOps/LLMOps pipelines (e.g. MLflow, Kubeflow), CI/CD, API development and cloud-native model serving.
  • Experience building data or AI products for multiple user groups is a strong advantage.

All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.

As part of the shortlisting process for this role, you may be required to complete a medical declaration and/or undergo further assessment.

All applicants will be updated on the status of their applications within 4 weeks upon closing of the advertisement.
