We are seeking a proactive, highly organized, and detail-oriented HR Executive to manage day-to-day HR operations and front-line recruitment in Singapore.

In this role, you will be responsible for managing end-to-end hiring for high-volume front-line positions (15–20 hires per month), building institutional partnerships for intern placement programs, overseeing Expat quota and work pass administration in compliance with Ministry of Manpower (MOM) regulations, and handling routine HR operations across multiple operational sites.

Responsibilities

1. Front-Line Recruitment & Internship Management

  • Manage the full lifecycle recruitment for front-line roles, including sourcing, candidate screening, scheduling interviews, and issuing employment offers.

  • Utilize multiple candidate channels such as job portals, referrals, site walk-in interviews, and direct recruitment events.

  • Scale hiring efforts to achieve target recruitment quotas of 15–20 front-line employees per month.

  • Establish and maintain strong working relationships with educational institutions (e.g., ITEs, Polytechnics) to secure a steady pipeline of interns.

  • Conduct site visits across various Singapore operational locations to support recruitment initiatives and candidate interactions.

2. Expat Quota & Work Pass Administration (Singapore)

  • Monitor and manage foreign worker quotas, Dependency Ratio Ceilings (DRC), and foreign worker levies in accordance with prevailing MOM regulations.

  • Coordinate the end-to-end work pass lifecycle, including new applications, renewals, tracking, and cancellations for Work Permits, S Passes, and Employment Passes.

  • Liaise directly with relevant government authorities (MOM) and external service providers regarding compliance, pass processing, and regulatory updates.

  • Maintain complete and accurate records of all foreign employees, pass validity dates, quota utilization, and levy payments.

  • Manage exit formalities for departing foreign staff, including work pass cancellations, exit documentation, and repatriation ticket arrangements.

3. Onboarding & Day-to-Day HR Operations

  • Coordinate new hire onboarding and induction, ensuring all pre-employment documentation, background checks, and joining formalities are completed smoothly.

  • Liaise with site operational teams to apply for and secure entry gate passes and site permissions for joiners.

  • Maintain updated physical personnel files and ensure accurate, real-time employee data records within the HRMS platform.

  • Coordinate the procurement, inventory, distribution, and offboarding collection of employee uniforms across all operational sites.

  • Consolidate monthly site attendance data from all locations to ensure accurate and timely processing for monthly payroll.

4. Employee Benefits & Medical Insurance

  • Manage employee additions, deletions, and updates under the corporate medical insurance policy.

  • Serve as the primary liaison between the company and the medical insurance broker/provider.

  • Assist employees with medical insurance inquiries, claim submissions, and documentation.

Qualifications & Skill Requirements

  • Experience: 3 to 4 years of hands-on experience in HR Operations, Front-Line Recruitment, and HR Administration.

  • Industry Experience: Background in high-volume, fast-paced environments such as retail, F&B, hospitality, or site operations is highly preferred.

  • MOM Knowledge: Strong working knowledge of Singapore Labour Laws (Employment Act) and MOM regulations governing work pass administration, quotas, and levies.

  • Institutional Outreach: Demonstrated experience collaborating with local educational institutions for internship programs.

  • Mobility: Willingness and capability to travel to various operational sites across Singapore as required.
