Responsibilities

HR Manager (Full Spectrum)

Salary: RM7,000 – RM9,000 per month
Working Hours: Working on-site, Monday – Saturday, Clocking in between 8-10am
Company Size: 150–200 employees, including production workers
HR Team: 2 HR Executives

Current Office: 42000 Klang, Selangor
Future Office: Shah Alam (targeted for 2027; currently under renovation)

About the Role

We are looking for an experienced HR Manager to lead the full spectrum of Human Resources functions and provide both strategic and hands-on HR support to the business.

The role will work closely with the General Manager and Management Team to manage workforce planning, recruitment, compensation and benefits, performance management, employee relations, industrial relations, HR compliance, foreign-worker management, HR budgeting and HR team leadership.

Candidates with experience in manufacturing, warehousing, logistics or other labour-intensive environments are strongly preferred.

Key ResponsibilitiesHR Strategy & Workforce Planning

  • Develop and implement HR strategies aligned with business objectives.
  • Prepare manpower plans and manage headcount against approved budgets.
  • Review organisation structures, reporting lines and workforce requirements.
  • Analyse workforce capability, productivity and future manpower needs.
  • Establish HR departmental KPIs and performance targets.
  • Advise Management on manpower planning and HR-related business decisions.

Recruitment & Talent Management

  • Lead recruitment strategy, manpower pipelines and hiring activities.
  • Oversee recruitment channels, agencies, recruitment costs and time-to-hire.
  • Participate in interviews and hiring decisions for key positions.
  • Develop succession planning, career progression and talent-retention initiatives.
  • Review promotion, transfer and development recommendations.

Compensation, Benefits & Payroll

  • Review compensation and benefits policies and salary structures.
  • Lead annual salary increment and bonus exercises.
  • Oversee payroll governance and statutory requirements.
  • Monitor payroll discrepancies, salary adjustments and employee deductions.
  • Monitor overall manpower and employee-benefit costs.

Performance & Learning & Development

  • Establish and manage the company's performance-management framework.
  • Ensure employee KPIs are aligned with business objectives.
  • Manage performance reviews, appraisal moderation and underperformance cases.
  • Oversee training needs analysis, annual training plans and HRD Corp-related activities.
  • Develop leadership and employee-development initiatives.

Employee & Industrial Relations

  • Manage employee grievances, workplace conflicts and sensitive employee matters.
  • Handle disciplinary investigations, misconduct cases and termination matters.
  • Oversee Domestic Inquiry processes where required.
  • Advise Management on employee-relations and industrial-relations matters.
  • Manage retrenchment, redundancy and restructuring exercises when required.
  • Liaise with legal advisers and relevant authorities on complex cases.

HR Compliance & Governance

  • Develop and maintain HR policies, procedures and internal controls.
  • Ensure compliance with Malaysian employment, labour and statutory requirements.
  • Monitor changes in employment legislation and advise Management accordingly.
  • Support government, customer and certification audits.
  • Ensure proper handling of employee records and confidential information.

Foreign Worker Management

  • Manage foreign-worker manpower planning, quota applications and recruitment.
  • Oversee compliance relating to Immigration, JTKSM, KDN and other relevant authorities.
  • Monitor foreign-worker documentation, PLKS, FOMEMA, insurance and accommodation requirements.
  • Manage worker renewals, repatriation and other foreign-worker-related matters.
  • Oversee hostel and worker welfare requirements.
  • Liaise with government agencies, recruitment agencies and embassies when required.

HR Budget & Vendor Management

  • Prepare and monitor the annual HR budget.
  • Manage HR-related costs including recruitment, training, welfare, insurance and foreign-worker expenses.
  • Manage and evaluate HR vendors, agencies, consultants and service providers.
  • Negotiate contracts and monitor vendor performance.

HR Team Leadership & Management Reporting

  • Lead, coach and develop the HR team of 2 HR Executives.
  • Allocate responsibilities and ensure effective HR operations.
  • Establish HR processes, work standards and reporting requirements.
  • Prepare monthly HR reports and provide insights to Management.
  • Monitor headcount, manpower costs, turnover, recruitment, attendance, overtime, payroll, performance, training, employee relations and compliance.
  • Provide recommendations to Management based on HR data and business needs.

Requirements

  • Bachelor's Degree in Human Resources, Business Administration, Psychology, Industrial Relations or a related field.
  • Minimum 7–10 years of progressive HR experience, with at least 3*-4 years in a managerial or team-leadership role*.
  • Strong experience in full-spectrum HR management.
  • Experience in manufacturing, warehousing, logistics or labour-intensive environments is highly preferred.
  • Strong knowledge of Malaysian employment and labour requirements.

  • High level of integrity, confidentiality and professionalism.
  • Proficient in Microsoft Office, particularly Excel and PowerPoint.
  • Experience with HRIS, attendance, payroll or performance-management systems is an advantage.
  • Good command of English and Bahasa Malaysia, both written and spoken.
  • Willing to travel to company locations, hostels and government offices when required.
