Job Responsibilities
Own the end-to-end architecture for the platform and ensure detailed design and development are aligned with the Enterprise Architecture of the Agency
Translate business requirements, including application resiliency requirements, into application platform architectural specifications
Review the quality of common services and modules developed by applications and advise on enhancements where needed
Design the architecture blueprint of the organisation’s business, information and ICT assets, using multiple architectural models
Use, govern and enhance the architecture blueprint to keep business and ICT aligned
Define the application platform reference architecture (for OutSystems) and reusable component standards for the case management platform (e.g. Architecture Canvas layering, shared modules and templates), so applications are built consistently and reuse common components
Govern application architecture quality and the integration of applications hosted on the case management platform with the enterprise AI Foundation Platform (currently using Amazon Bedrock) and the shared agentic AI modules, so AI capabilities are embedded into case management workflows
Define non-functional requirements for the case management platform (performance, scalability, availability, resiliency and security) and verify them through capacity planning, performance and load testing, and tuning, so the platform sustains enterprise-level workloads
Define the observability architecture for applications hosted on the case management platform and for AI agents (logging, metrics, distributed tracing, SLIs/SLOs and alerting standards) so platform and agent behaviour can be monitored end to end
Define the reference architecture for agentic AI on the case management platform, including agent patterns, tool and API integration, agent identity and access, human-in-the-loop checkpoints, and where guardrails and controls sit
Ensure designs comply with IM8 / ICT&SS management policies, and lead the architecture and security submissions (e.g. System Security Plan, Architecture Review Board) for the case management platform and agentic AI changes
Conduct proactive reviews of platform and application controls at regular intervals against ICT&SS / IM8 requirements and the System Security Plan (SSP), track findings to closure with the DevSecOps and AI engineers, and report control health to the Agency
Job Requirements
Diploma in Computer Science, Computer Engineering, Information Technology or related disciplines
At least 7 years of relevant work experience, including at least 3 years as a technical lead or system architect (e.g. system design, performance tuning, prototyping and maintenance)
Hands-on experience in at least 3 full project development life cycles
Experience designing and implementing enterprise applications on the OutSystems low-code platform, including reusable modules, integrations and performance tuning
Excellent data modelling and SQL skills
Solid understanding of Service Oriented Architectures, web services and APIs, and public web sites / eservices development; experience in server-side .Net and/or Java development is an advantage
Solid technical skills and the ability to leverage them to determine the best solution to a technical problem
Ability to analyse and identify comprehensive solutions, considering all functional implications, to develop a workable solution
Results and customer-oriented mindset
Strong organisation and people handling skills
Excellent oral and written communication skills, with the ability to pitch ideas and influence stakeholders
Solid understanding of Government ICT&SS management policies (IM8), System Security Plan (SSP) requirements and observability concepts, and has applied them in system design, guardrails and monitoring
Experience governing a Centre of Excellence for application platforms and common agentic services, with demonstrated success in managing controls and observability
Strong understanding of the GovTech tech stack to ensure platform interoperability with WOG common products and services
Experience defining non-functional requirements and designing for high performance, high availability and scalability
Familiar with ICT&SS and SSP requirements, able to conduct proactive reviews of controls at regular intervals and drive remediation
Added advantage: OutSystems certifications such as Architecture Specialist or Associate/Professional Reactive Developer
Added advantage: Experience integrating AI or generative AI services (e.g. Amazon Bedrock) into enterprise applications
Added advantage: Experience with Government Commercial Cloud (GCC) and familiarity with IM8 and government security requirements
Added advantage: Experience designing agentic AI solutions (e.g. tool calling, multi-agent orchestration, human-in-the-loop controls, Amazon Bedrock Agents)
