Responsibilities
JOB PURPOSE
We are seeking an experienced and versatile Project Manager / Business Analyst to lead both the delivery and the analysis of strategic ICT and digital transformation initiatives across the MNRB Group. This is a hybrid role that combines end-to-end project management accountability with hands-on business analysis — the incumbent will define what the business needs and drive how it gets delivered.
The role acts as the central bridge between business users, ICT teams, external vendors and steering committees. It carries responsibility for the full project lifecycle — initiation, planning, execution, monitoring & control, and closure — as well as the full requirements lifecycle, from elicitation and analysis through documentation, solution design validation, User Acceptance Testing (UAT) and benefits realization.
The successful candidate will support key Group initiatives spanning enterprise data, application modernization, regulatory compliance, process improvement and automation — ensuring on-time, on-budget and on-quality delivery aligned with Bank Negara Malaysia regulatory expectations (RMiT, MFRS 17, ITSR) and the Group’s Project Management SOP.
JOB RESPONSIBILITIES
a) Project Management & Delivery
• Lead the full project lifecycle for assigned ICT projects — from project charter and Detailed Implementation Plan (DIP) through to go-live, post-implementation review and closure.
• Define project scope, timelines, deliverables, budgets and resource requirements in collaboration with project sponsors and stakeholders.
• Track progress against milestones and deliverables, manage risks, issues, dependencies and change requests, and escalate in a timely manner.
• Maintain risk and issue registers with defined impact, type and mitigation actions.
• Prepare and present project updates, dashboards and papers to management and steering committees
• Coordinate cross-functional delivery teams including business users, data engineers, developers, testers and vendor consultants.
b) Business Analysis & Requirements Management
• Elicit, analyze and document business requirements through stakeholder workshops, interviews, process walkthroughs and document analysis.
• Produce and obtain sign-off on core analysis deliverables: Business Requirements Specification (BRS/BRD), functional specifications, user stories, acceptance criteria, wireframes and the Requirements Traceability Matrix.
• Conduct “as-is” process mapping and design improved “to-be” processes, identifying pain points, effort and volume hotspots, and prioritizing automation or reengineering opportunities.
• Perform gap analysis, impact assessment and change-impact evaluation across affected business units.
• Validate vendor-produced design documentation (e.g. System Design Specification, data mapping traceability) against business requirements, applying quality gates before acceptance.
• Manage the requirements lifecycle through to implementation, ensuring traceability from business need to delivered outcome.
c) Testing, Deployment & Adoption
• Plan and lead UAT — developing test plans, test scenarios and test scripts, coordinating business-user testers, tracking defects and securing UAT sign-off.
• Schedule testing and review sessions around business constraints (e.g. monthly and quarterly closing cycles) to protect user availability and project timelines.
• Prepare deployment readiness and cut-over checklists, coordinate go-live activities and post-implementation support.
• Support user training, documentation and change management to drive adoption and reduce reliance on key individuals.
d) Stakeholder & Vendor Management
• Serve as the primary liaison between business units, ICT and vendors, translating business needs into actionable system and process solutions.
• Facilitate workshops and clarification sessions to align expectations and resolve implementation issues.
• Manage vendor delivery and performance against agreed milestones, deliverables and SLAs; enforce accountability and escalation triggers where delivery is at risk.
• Communicate clearly and appropriately to both technical and non-technical audiences, including board- and management-level reporting.
e) Governance & Compliance
• Ensure project and analysis outputs meet organizational standards, audit expectations and regulatory requirements (BNM RMiT, MFRS 17, ITSR, DDMIS).
• Maintain complete, audit-ready project governance documentation with traceability of decisions and changes.
JOB QUALIFICATIONS
• Bachelor's degree in Computer Science, Information Technology, Business, Project Management, or a related field.
Professional
• Strong understanding of project management methodologies (Waterfall/Agile) and the full project lifecycle.
• Excellent problem-solving skills, attention to detail, and strong communication and interpersonal skills.
• Project management certification (e.g. PMP, PRINCE2, Agile/Scrum) is an added advantage.
Experience
• 5–10 years of experience in a hybrid Project Manager / Business Analyst role, or a combination of dedicated PM and BA roles.
• Proven track record delivering medium-to-large IT projects on time, within scope and within budget.
• Demonstrated experience running the full SDLC — elicitation, process modelling, BRD/FRD/SRS authoring, UAT facilitation
• Working command of predictive (Waterfall), Agile/Scrum and hybrid delivery approaches, with the judgement to tailor the approach to project context
• Competence across the BABOK knowledge areas: business analysis planning & monitoring, elicitation & collaboration, requirements lifecycle management, strategy
• Familiarity with reporting and dashboarding tools, particularly Power BI.
• Understanding of enterprise application landscapes, integration concepts (APIs, middleware, batch vs. real-time) and data warehouse architecture principles.
• Awareness of automation and low-code platforms (RPA, DPA, AI) and their applicable use cases.
