The Project Controller is the single point of accountability for schedule, cost, risk, progress measurement and reporting on the BESS project. The role exists to ensure the Contractor discharges the Owner’s mandatory Project Controls requirements in full, on time and in the prescribed formats, and to give project and corporate management an early, evidence-based view of schedule and cost performance. The role is office-based in Malaysia, with requirement to travel to the Philippines and reports to the Project Control Manager, with a functional reporting line to the Project Manager.
Key Responsibilities
1. Schedule Management
- Review, monitor and maintain the comprehensive Project Schedule in Primavera P6, ensuring it incorporates all project activities, associated costs and a properly developed Critical Path Method (CPM) network. (The role is not responsible for originating the baseline schedule, but is accountable for its integrity thereafter.)
- Control schedule revisions and re-baselines, ensuring each is justified, documented and approved before adoption.
- Perform weekly and monthly progress updates, critical and near-critical path analysis, and float erosion monitoring.
- Communicate any changes to the schedule — including delays and re-sequencing of activities — to the Owner in a timely manner, with clear identification of impacts on key dates and milestones.
- Prepare time impact analyses and supporting schedule narratives for Extension of Time (EOT) claims and recovery / acceleration plans.
2. Cost Control and Commercial Support
- Submit monthly updates on milestone progress to enable accurate tracking, certification and approval of payments.
- Maintain a detailed register of all claims and variations, assessing cost and time impacts of each.
- Evaluate all scope changes and additional works for cost implications, and ensure they are reviewed and approved in collaboration with the Contracts Team for proper documentation and contract compliance.
- Track claim certification and payment status, and reconcile certified amounts against claimed amounts, escalating shortfalls and disputed items.
3. Risk Management
- Maintain a centralised Risk Register and update it regularly, capturing each risk with a defined probability and impact assessment.
- Ensure every identified risk has a clearly assigned risk treatment owner, a defined risk action, and a target timeline date, with quantification of the potential impact type where applicable.
- Escalate Medium to Extreme risks through structured monthly risk review meetings, and ensure mitigation measures are implemented, monitored and tracked through to closure.
- Maintain the linkage between the risk register, the schedule contingency and the cost contingency.
4. Progress Measurement
- Produce and monitor key performance indicators and trends, including Schedule Performance Index (SPI), milestone adherence and near-critical activity monitoring, to identify early warning signs and trigger corrective actions.
- Verify Contractor-reported progress against physical works at site, and challenge over-claimed progress with documented evidence.
5. Reporting
- Prepare and submit all reports using Owner-approved templates, in strict compliance with agreed data cut-off dates, to ensure consistency, accuracy, comparability and governance alignment.
- Produce daily, weekly and monthly project control reports covering progress, schedule status, cost status, risks, issues, manpower, and look-ahead plans.
- Prepare special reports on project performance, corrective actions or critical changes as needed or upon request.
- Prepare materials for weekly progress meetings and Owner reviews.
6. Interface and Governance
- Act as the site-level custodian of Document Control — owning the site document control function, including the master document register, transmittals, drawing and revision control, incoming/outgoing correspondence logging, and archiving of records for claim and audit purposes.
- Act as custodian of project controls procedures and data integrity, ensuring a single source of truth for schedule, cost, progress and risk data at site.
- Interface with the Owner’s project controls representatives, subcontractors, suppliers and the OEM / integrator on schedule, progress and reporting matters.
- Support the Project Manager in contractual correspondence relating to delay, disruption, notices and claims.
Qualifications and Experience
Essential
- Bachelor’s degree in Engineering, Quantity Surveying, Construction Management, Finance or a related discipline.
- Minimum 2 years’ experience in project controls, planning or cost control on EPC / EPCC construction projects.
- Demonstrated proficiency in Primavera P6 — able to interrogate, update, monitor and analyse cost- and resource-loaded CPM schedules and challenge the schedule author’s logic.
- Advanced Microsoft Excel; strong working knowledge of Microsoft Project, Power BI or equivalent reporting tools.
- Practical understanding of progress measurement, earned value principles, and S-curve development.
- Experience maintaining risk registers and running structured risk review meetings.
- Hands-on experience preparing progress reports.
- Working knowledge of EPC contract mechanisms: milestones, variations, EOT, liquidated damages, retention and bonds.
Preferred
- Experience on BESS, solar PV, substation or grid-connection projects.
- Exposure to Philippine construction practice.
- Working proficiency in English.
Working Arrangements
- Location: Malaysia. Occasional travel to Philippines.
- Reporting line: Project Control Manager (direct); Project Manager (functional).
- Duration: project-based engagement through construction, testing, commissioning and into the Defects Liability Period as required.
