Job Description

Responsibilities

JOB PURPOSE

  • Process and execute guidance on Health & Safety (H&S) elements and requirements to management, all divisions, and departments.
  • Monitor, execute and process the H&S performance deliverables in line with policies, procedures & system.
  • Monitor, execute and process of H&S program and initiatives based on approved HSE Plan.
  • Monitor, evaluate and sort overall H&S risks and incident management matters.


JOB RESPONSIBILITIES

  • Monitor and evaluate the annual MHB HSE Plan in line with company policies, mission, vision and HSE objective & target
  • Monitor and evaluate the HSE objective and target setting (Scorecard, KPI – MHB, Division/Department & Individual, QKPI)
  • Monitor and evaluate overall resources and budgeting for implementation of Safety program according to the approved OPEX
  • Monitor and evaluate collaboration with strategic partners from relevant Division, Department or Project including with Petronas & MISC Group HSE for the implementation of Safety Strategies and Initiatives (S&I)
  • Monitor and evaluate capability development plan on Safety and collaborate with Centre of Excellence (COE) in ensuring relevant resources required by business/operation is readily available i.e., list of resources, competent persons, and subject matter expert (SME), external HSE association or organization etc.
  • Process and execute effective communication on Safety capability building program to develop and enhance HSE awareness in MMHE towards achieving HSE Generative Culture
  • Process and execute group-organized forums and committees on HSE matters. Interact with relevant government bodies, non-governmental agencies, and international organizations to keep abreast with latest technologies including maintaining and enhancing capabilities and competencies through participation in relevant HSE courses.
  • Monitor HSE Governance process and reporting framework between respective Division, Departments and Project with MHB management and relevant stakeholders
  • Collect and analyze the overall Health and Safety (H&S) reporting and presentation pack for periodic HSE Meeting i.e., Relevant, BOD HSE Performance, MC HSE Performance, MMHE HSEMC quarterly and annually, HSE Monthly Review Meeting, HSE Monthly Divisional Meeting etc.
  • Execute the development & standardization of H&S documentation, reporting template and requirements.
  • Execute the development and maintenance of manuals, procedures, plans and guidelines on H&S in line with MISC guidelines and requirements, Petronas Technical Standard (PTS), authorities/legal rules and regulations, relevant standards, interested parties’ requirements and best practices
  • Liaise the communication and engagement with all divisions and departments on matters related to HSE MS development and maintenance to ensure continuous and effective implementation of H&S requirements stipulated in the system and procedures
  • Evaluate and monitor relevant H&S documentations and deliverables according to HSE MS & ISO45001 requirements.
  • Install support and technical expertise on H&S for assurance and audit purpose in conformance to relevant standards and requirements.
  • Process the development, execution, maintenance, review and reporting of H&S Risk Management framework and requirements (Noise Risk Assessment, Chemical Health Risk Assessment, Ergonomic Risk Assessment – ERA, Indoor Air Quality) to ensure continuous compliance with Petronas’s Mandatory Control Framework (MCF) and PTS, legal and interested parties requirement and latest industry best practices
  • Monitor the establishment, communication, coordination, and competency of H&S Risk Management for all Divisions & Departments
  • Execute the communication, planning and guidance to the respective divisions and departments in the hazard identification, risk assessment and control to minimize/eliminate H&S hazards by managing the work-related H&S risks with the objective of preventing H&S incident cases
  • Execute the implementation of MCF requirement, HSE Corporate Risks, action items and control/mitigation measures to manage the risks to as low as reasonably practicable, consistent, and up to date to the latest best practices and requirement to prevent occurrence/reoccurrence of incident.
  • Plan, specify, assess and manage the overall implementation and compliance of H&S requirement to Occupational Safety & Health Act 1994 (OSHA) and Petroleum Safety Measures Acts 1984 and other related Health & Safety Laws. (Engineering Control and Testing & Inspection of Local Exhaust Ventilation, Hearing Conservation Program, Ergonomics at the workplace, Chemical Management)
  • Collaborate and implement the overall management of recommendation and closure related to compliance of H&S requirement to Occupational Safety & Health Act 1994 (OSHA) and Petroleum Safety Measures Acts 1984 and other related Health & Safety Laws.
  • Manage, maintain and update HSE compliance and monitoring deliverables – completeness & readiness e.g., Compliance and Monitoring Plan, Critical Action Catalogue (CAC), Risk Action Plan (RAP), Environment Management Plan (EMP), Incident Action Plan (IAP) etc.
  • Monitor the implementation of Notification, Reporting & Investigation of Substance Misuse Control Policy in compliance to Petronas, MISC & legal/authorities’ requirements.
  • Monitor the consolidation, communication and reporting of all incidents to MHB management, MISC, Petronas & authorities (DOSH, KKM, DOE) and relevant interested parties and stakeholders
  • Install technical advice on case management & incident classification to MHB management & respective Division/Department Head & HSE focal point
  • Install the establishment of Incident Investigation team, provide guidance on the investigation process and review of Final Investigation Reporting (FIR) to ensure root causes are properly identified, mitigation measures are appropriate, adequate, and effective to prevent reoccurrence of incident
  • Install Incident Register, monitor and follow up the closure of Status of Implementation (SOI) for all incidents with respective division/department
  • Evaluate the communication and sharing of HSE Alert, Lesson Learnt from incident, H&S guidelines and communication pack with regards to incident or case management for continual improvement, culture enhancement & increase awareness.
  • Execute overall communication, implementation, coordination, review, analysis and reporting of OHIH program covering
  • Execute coordination and collaboration with HR for the H&S relevant training, briefing, and sharing session for staff & workers’ development and competency matters on H&S.
  • Monitor the coordination on HSE Generative Culture (GC)program conducted internally and externally at all business/operation level
  • Monitor on the enhancement of GC program i.e., Rakan HSSE, GC Middle Managers, GC Top Leaders
  • Analyze data (e.g., area of improvement) for H&S campaign, communication, and awareness program to ensure the program is relevant to the current process performance and able to change people’s mindset
  • Install leadership to motivate and nurture HSE personnel in Division, Department and Project on HSE compliances and best practices.


REQUIREMENTS

  • Degree in HSE, Engineering or equivalent.
  • At least 3 years’ experience in the field of HSE. Possess sound knowledge in IMS – HSE Management System, OSHA & PSM, PTS, MISC, IOSH, IOGP.
  • Minimum 3 years in HSE, Industrial Hygiene related competency is an added advantage.
