Our expertise spans a wide range of infrastructures, including rail transportation, building services, offices, power plants, and petrochemical facilities.

Job Summary

The Quantity Surveyor (QS) is responsible for managing all commercial and cost-related aspects of construction projects from tender stage through project completion and final account settlement. The role ensures effective cost planning, budget control, contract administration, procurement management, and financial reporting while maintaining compliance with contractual obligations, company policies, and project requirements.

Location: Gelang Patah, Johor Bahru
Responsibilities & Authorities:

1. Cost Planning & Estimation

  • Prepare, review, and manage Bills of Quantities (BQ), cost estimates, and tender documents.
  • Develop project budgets, cost plans, and cash flow forecasts.
  • Conduct quantity take-offs and cost analysis based on drawings and project specifications.
  • Assist in project feasibility studies and budgeting exercises.
  • Evaluate project costs and identify opportunities for cost optimization.

2. Tendering & Procurement Management

  • Prepare tender enquiries and evaluate quotations from subcontractors and suppliers.
  • Conduct commercial analysis and comparison of bids.
  • Recommend suitable subcontractors and suppliers based on technical and commercial evaluations.
  • Assist in negotiation of subcontract agreements and procurement contracts.
  • Prepare purchase requisitions and monitor procurement budgets.

3. Contract Administration

  • Administer project contracts and ensure compliance with contractual terms and conditions.
  • Review contract documents and identify commercial risks.
  • Manage contract variations, extension of time (EOT) submissions, and contractual correspondence.
  • Maintain proper records of contractual matters and project documentation.
  • Provide contractual advice and support to project teams.

4. Cost Control & Monitoring

  • Monitor project expenditures against approved budgets and forecasts.
  • Track project costs, variations, claims, and change orders.
  • Prepare cost reports and cost-to-completion forecasts.
  • Identify cost overruns and recommend corrective actions.
  • Implement effective cost control measures throughout project execution.

5. Claims & Payment Management

  • Prepare and submit monthly progress claims and interim payment applications.
  • Evaluate and certify subcontractor claims and payment applications.
  • Monitor payment status and coordinate with clients, consultants, and finance departments.
  • Prepare variation order (VO) claims and supporting documentation.
  • Manage project final accounts and ensure timely project cost closure.

6. Coordination & Reporting

  • Liaise with clients, consultants, project managers, site teams, subcontractors, and suppliers.
  • Attend project meetings and provide commercial updates.
  • Prepare monthly financial reports, project forecasts, and management reports.
  • Support project teams on commercial and contractual matters.
  • Coordinate with finance and procurement departments regarding project costs and payments.

7. Compliance & Governance

  • Ensure compliance with contract conditions, company policies, procedures, and statutory requirements.
  • Maintain proper documentation and records for audit, ISO compliance, and project controls.
  • Adhere to company quality management systems and governance requirements.
  • Support internal and external audits when required.
  • Ensure all commercial activities comply with company ethical and professional standards.

Minimum Qualification:

  • Bachelor's Degree or Diploma in Quantity Surveying, Construction Management, Civil Engineering, Electrical Engineering, Mechanical Engineering, or related disciplines.
  • Minimum 3–5 years of relevant experience in quantity surveying, contract administration, or commercial management within the construction industry.
  • Familiarity with construction contracts, tendering processes, and cost control practices.
  • Experience in MEP, industrial, infrastructure, or data center projects is preferred.
  • Knowledge of local construction regulations and industry practices.

Skills:

  • Strong understanding of quantity surveying principles and construction costing.
  • Excellent knowledge of contract administration and commercial management.
  • Proficient in quantity take-off, cost estimation, and budget preparation.
  • Strong analytical, negotiation, and problem-solving skills.
  • Good communication and interpersonal skills.
  • Ability to prepare detailed reports and commercial documentation.
  • Proficient in Microsoft Office applications (Excel, Word, PowerPoint).
  • Ability to work independently and manage multiple projects simultaneously.
  • Strong attention to detail and accuracy.
  • Candidate with Electrical background is an advantage.

Pay: RM5,000.00 - RM7,000.00 per month
