GENERAL DESCRIPTION
The Head of Services (Senior Executive) acts as the liaison between Johor Specialist Hospital and all outsourced vendors, ensuring seamless management of outsourced services. The position requires oversight of vendor compliance, staff supervision, and the implementation of scheduled waste management practices in accordance with Department of Environment (DOE) regulations. This role is pivotal in ensuring all services meet the hospital’s standards and align with customer satisfaction goals. The Head of Services also acts as the Competent Person for Scheduled Waste, responsible for regulatory compliance, training, and reporting using the Environmental Information Management System (EIWIS).
The Head of Services supervises the Outsource Executive and attendants, manages vendor relationships, evaluates performance, and ensures consistent service delivery to internal customers.
JOB DESCRIPTION
Vendor Management and Liaison
Act as the primary liaison between the hospital and all outsourced vendors.
Oversee outsourced services such as pest control, scheduled waste management, linen and laundry, housekeeping, and other contracted services.
Ensure all vendors comply with Service Level Agreements (SLAs) and hospital policies, including health and safety requirements.
Conduct monthly performance evaluations of outsourced vendors and submit performance reports to KPJ HQ.
Address internal customer feedback and resolve issues promptly to maintain service quality.
Scheduled Waste Management
Serve as the Competent Person for Scheduled Waste, ensuring compliance with DOE regulations and best practices.
Manage daily reporting of scheduled waste activities through the EIWIS system, including waste generation, treatment, and disposal.
Ensure proper segregation, storage, labelling, and transportation of scheduled waste as per regulatory guidelines.
Conduct internal audits of scheduled waste management practices and address non-compliance issues.
Organize and conduct training sessions for hospital staff on scheduled waste management to ensure proper handling, storage, and disposal.
Team Management and Supervision
Supervise and guide the Outsource Executive and attendants in their daily operations.
Provide training, mentoring, and performance reviews for team members to ensure effective service delivery.
Oversee the coordination of attendants’ tasks, such as linen distribution, curtain changes, and vendor assistance.
Develop schedules and allocate resources for smooth operations across all outsourced services.
Compliance and Reporting
Monitor vendor adherence to SLAs, safety regulations, and environmental standards.
Submit monthly vendor performance evaluation reports to HQ, ensuring all services meet hospital and regulatory requirements.
Maintain up-to-date records of all scheduled waste documentation, including permits, reports, and compliance certifications.
Develop contingency plans for managing disruptions in outsourced services.
Customer Service and Stakeholder Collaboration
Ensure that outsourced services meet the needs of internal customers, including wards, units, and other hospital services.
Address complaints, feedback, and suggestions from hospital staff regarding outsourced services, taking corrective action when necessary.
Foster strong working relationships with both internal and external vendors to ensure smooth.
