Bachelor's Degree or Diploma in Human Resource Management, Business Administration, Education, or a related field.
HRDC Train-the-Trainer (TTT) Certification is an added advantage.
Knowledge of HRDC regulations, levy management, and grant application processes is preferred.
Tanggungjawab
1. HRDC Administration
Administer all HRDC-related activities in accordance with HRDC regulations and policies.
Ensure the organization remains compliant with HRDC requirements and audit standards.
Maintain the organization's HRDC employer account and ensure all information is updated.
Monitor HRDC levy contributions and available grant balances.
Maintain proper records of all HRDC applications, approvals, claims, correspondence, and supporting documents.
2. Training Coordination
Identify organizational training needs in collaboration with department heads.
Prepare the annual training calendar and HRDC training plan.
Coordinate internal and external training programmes.
Liaise with registered HRDC training providers, consultants, and government agencies.
Arrange training venues, schedules, trainers, participant registration, and training materials.
Ensure training programmes are conducted according to approved HRDC requirements.
3. Grant Application & Claims
Prepare and submit HRDC grant applications through the HRDC online portal.
Monitor approval status and ensure training commences only after the necessary approvals.
Prepare and submit reimbursement claims within the stipulated deadlines.
Verify invoices, attendance records, evaluation forms, payment receipts, and supporting documentation before submission.
Follow up with HRDC on pending approvals, reimbursements, and claim status.
4. Training Records & Reporting
Maintain accurate employee training records and training databases.
Prepare monthly, quarterly, and annual HRDC utilization reports.
Analyse training effectiveness and utilization of HRDC grants.
Prepare management reports on training expenditure, levy utilization, and claim performance.
Maintain records for internal and external audits.
5. Compliance & Audit
Ensure compliance with HRDC policies, guidelines, and statutory requirements.
Prepare documentation required during HRDC audits.
Coordinate responses to audit findings and implement corrective actions where necessary.
Keep abreast of updates to HRDC regulations, policies, and claim procedures.
6. Stakeholder Coordination
Act as the primary liaison with HRDC officers.
Coordinate with department heads regarding employee training requirements.
Work closely with Finance to reconcile levy payments, training expenses, and reimbursements.
Liaise with external training providers to ensure programme quality and compliance.
7. Continuous Improvement
Recommend strategies to maximize HRDC levy utilization.
Identify new HRDC schemes, grants, and funding opportunities.
Develop initiatives to improve employee learning and development.
Support organizational talent development programmes.
8. Other Duties
Assist in Learning & Development initiatives.
Support Human Resources projects and employee development programmes.
Perform any other duties assigned by Management from time to time.
