My client is a leading Electronics Manufacturing Services company with factories located in Malaysia, and Europe. They are now seeking to hire a Regional HR Manager based at their Penang factory.

 

The Regional HR Manager is responsible for leading the HR function across all sites in Malaysia. This role ensures that HR policies, processes, and practices are strategically aligned with the business objectives and compliant with local labor regulations. Working closely with the CFO, the Regional HR Manager drives talent acquisition, performance management, learning and development and succession planning to support operational excellence and growth. The role will also have partial exposure to strategic group wide HR projects.

There is potential the role may develop into a full corporate position with responsibility for the group wide HR function in Malaysia and Europe.

 

Key responsibilities

 

  • Develop and implement HR strategies aligned with business goals, driving scalability, efficiency, standardization and compliance across all sites.
  • Lead strategic HR initiatives including talent acquisition, succession planning, rewards, C&B, engagement, cultural development and retention.
  • Act as a Change Management Ambassador, leading communication, engagement, and support capability-building efforts to ensure adoption of organizational changes and transformations.
  • Serve as a trusted HR partner to internal stakeholders (corporate management, site leadership, employees) and external parties (authorities, universities etc.).
  • Standardize and oversee core HR processes, including recruitment, onboarding, training, and performance reviews.
  • Drive implementation of regional HR programs (e.g., performance management, ATS, engagement surveys, L&D); monitor progress and resolve issues.
  • Build strong partnerships with education institutions to strengthen employer branding and build up talent pipelines.
  • Provide leadership and guidance to site HR teams, ensuring service quality and continuous improvement.
  • Develop HR dashboards and metrics to provide regular management reporting for data-driven decisions (e.g., headcount, employee turnover).
  • Ensure compliance with labor laws across jurisdictions and maintain up-to-date HR policies and procedures.
  • Coach and mentor high-potential talent, fostering individual growth, effective relationships, and long-term retention.
  • Manage HR digitalization initiatives, including HRIS and employee self-service tools.
  • Support HR alignment in M&A and expansion activities.

 

Job Requirement:

 

·      Degree in Human Resource Management or equivalent.

·      Minimum 10 years working experience with at least 3 years in senior managerial capacity.

·      Experience in business partnering within a manufacturing environment is preferred.

·      Exhibits leadership with good communication and interpersonal skills.

·      Exhibits organizational behavioral awareness, competence in influence, negotiation and culture change.

·      Experienced in working across international environments with exposure to diverse legal and regulatory jurisdictions.

·      Result oriented and willing to work under pressure and timelines
