The Senior Manager, Regional HSSE (Training & Competency) is responsible for the design, implementation, governance and continuous improvement of Vena Group’s HSSE Training and Competency Framework across regional and country operations. The role is a key enabler of the company’s Zero Harm ambition and HSSE capability‑scaling strategy, ensuring employees, contractors and high‑risk role holders are competent, authorised and continuously developed in line with corporate standards, regulatory requirements and lender expectations.
You will work closely with HSSE, HR, Project Delivery, Operations and IT teams to ensure training effectiveness, data integrity and consistent execution across regions. The role reports to the Group Head, HSSE and is offered on a 2‑year fixed‑term contract, with potential opportunity for conversion to a permanent role.

Key Responsibilities:
HSSE Competency Framework & Governance
- Design and maintain the HSSE Competency Management System
- Establish and govern authorization systems for high-risk roles
- Define criteria, validity, reassessment, and revocation processes
- Develop competency matrices and role-based profiles
Training Strategy & Architecture
- Develop regional HSSE training strategy aligned with business growth and risk profiles
- Define mandatory, refresher, and advanced training requirements
- Align training with project lifecycle stages
Integration with HR Systems
- Embed HSSE competencies into job descriptions, onboarding, and performance processes
- Partner with HR on talent development and learning pathways
- Align with job grading and competency frameworks
Training Delivery & Effectiveness
- Oversee training programs (internal and external)
- Localize and adapt training materials across regions
- Measure effectiveness using leading and lagging indicators
Digital Systems & Performance
- Manage HSSE training systems (e.g., LMS, dashboards, reporting tools)
- Track KPIs, competency coverage, and authorization status
- Provide insights to leadership through reporting
Contractor & Third-Party Management
- Define competency requirements for contractors and subcontractors
- Support procurement and onboarding processes
- Ensure consistency across regions
Continuous Improvement & Assurance
- Conduct periodic system reviews and benchmarking
- Support audits, inspections, and due diligence
- Drive continuous improvement initiatives
Regional Alignment
- Promote standardization across countries
- Share best practices and lessons learned
- Support broader HSSE initiatives
Prerequisites:
- Bachelor’s Degree in Occupational Health & Safety, Environmental Science Engineering, Training & Development or related field or Master’s Degree (relevant discipline).
- NEBOSH Diploma (or equivalent)
- ISO 45001 / ISO 14001 certification
- ISO Lead Auditor certification
- Qualification in Learning & Development or Adult Education
- 8–10 years of progressive HSSE experience
- Experience in training, competency, or capability development
- Background in infrastructure, energy, or industrial projects
- Regional / multi-country exposure
- Experience with lender or IFI requirements (advantageous)
- HSSE competency framework design and governance
- Risk-based training and curriculum development
- Contractor competency management
- ISO/OHSAS management systems implementation and auditing
- LMS and digital training systems proficiency
- Advanced Microsoft Office skills (especially Excel, Power BI)

Work Environment & Travel
- Regular regional and international travel to offices, project sites and contractor locations

- Requires flexibility across cultures, time zones and regulatory environments, including time‑critical support when required.
