The Healthcare Manpower Division is responsible for managing the recruitment, deployment and welfare of House Officers, Medical Officers, Residents and Dental Officers across Singapore’s public healthcare institutions to meet manpower needs.

SUMMARY OF THE ROLE
The incumbent will support the implementation of healthcare manpower strategies and measures for Singapore's public healthcare sector under the Healthcare Manpower Division.
JOB OVERVIEW
The incumbent will be able to contribute to the growth and sustainability of the public healthcare sector through scholarship & sponsorship management, outreach programmes and other initiatives.
JOB RESPONSIBILITIES
Career Conversion Programme Management:
- Reviewing workflows for Career Conversion Programme (CCP) to streamline and improve processes for funding parties/trainees. E.g. standardization of training allowance calculation, implementation of liquidated damages recovery workflow, etc.
- Managing financial aspects of the CCP, including grant administration, budget planning and expenditure monitoring.
- Reviewing and processing CCP payments/claims and disbursement of On-the-Job Training funds. E.g. Collection and submission of documents, computation of sponsorship costs, etc, for CCP funding parties.
- Organizing and conducting various briefings, including pre-course information and enquiry sessions and CCP workgroup meetings for all stakeholders.
- Managing application processes for CCP. E.g. Screening applications, scheduling interviews, collection of trainee and sureties’ documents, facilitating signing of agreement, payment of course fees to Institute of Higher Learning (IHLs), and disbursement of allowance/transition bonuses to trainees.
- Assessing suitability of candidates for the CCP program as part of the interview panel.
- Liaising with sponsoring employers to coordinate on-boarding processes. E.g. medical checks, reference checks, calculation of allowance for trainees before they commence course.
- Providing counselling and support services to trainees.
- Tracking employment of all in-service trainees.
- Computing and recover liquidated damages for bond breakers.
- Drafting replies to appeals from applicants.
- Prepare reports on programme.
Return to Nursing Programme Management:
- Develop and implement outreach strategies to re-engage former nurses.
- Administer and manage the programme, including briefing and providing counselling to candidates and trainees.
- Supervise grant management and fund disbursement.
JOB REQUIREMENTS
Education Requirement(s):
- Degree or Minimum Diploma holder, in Business or other relevant fields such as Arts and Social Sciences preferred.
Other requirements / qualities:
- Years of experience - at least 2 years working experience, preferably in scholarship/sponsorship projects.
- Disciplined; able to meet project timeline.
- Responsible; able to take ownership of tasks assigned.
- Collaborative; able to work well with team members, other divisions, Cluster/Institution representatives, etc.
- Detail-oriented; able to manage, plan and execute programmes, strategies, etc.
- Critical-thinking and problem-solving skills.
- Presentation skills; able to engage the participants.
- Data analysis and written skills; able to collate and analyse data for drafting reports.
