Job Description:

Radio Planning & Coverage Analysis

• Perform radio frequency (RF) spectrum analysis, coverage prediction, and propagation modelling for individual sites and clusters using GIS and RF planning tools such as QGIS, MapInfo, Google Earth, Atoll, and Planet.
• Conduct RF link budget analysis, capacity planning, and coverage simulations to support new site development, co-location opportunities, and network expansion initiatives.

Network Intelligence & Strategic Site Planning

• Analyse MNOs’ network footprints alongside company’s own coverage and performance data to identify coverage gaps and high-potential growth areas.
• Propose new tower locations that strategically enhance market coverage, maximise tenancy opportunities, and ensure optimal return on investment (ROI).
• Map informal and planned operator rollout sites against the company’s landbank to identify alignment opportunities and actively support the identification and engagement of potential tenants/sharers.

Data Integrity & Cross-Functional Coordination

• Synchronise, validate, and maintain RF-related datasets (e.g. latitude/longitude, site status, tenancy configuration) in collaboration with Operations, Commercial, and SAQ teams to ensure landbank accuracy and data integrity.
• Provide RF inputs and technical validation to support commercial negotiations and site acquisition activities.

Regulatory & Tender Support

• Prepare and review technical RF documentation, design proposals, and compliance materials for submissions to regulatory bodies and government agencies, including MCMC and KKM.
• Ensure all proposed network designs fully comply with mandated coverage, quality of service, and capacity requirements specified in tender documents and regulatory guidelines.

Regional RF Support & Network Modernisation

• Provide RF planning and optimisation support for all regions, including projects involving ARC, Celtrax, and Panca Bakti.
• Support Pemutihan (network modernisation) initiatives, including C-RAN and D-RAN planning, infrastructure replacement projects (e.g. lamp post or pole replacement), and site reconfiguration.
• Propose optimal site locations, validate technical loading requirements, and ensure alignment between telco rollout timelines and available landbank assets.

Specialised Coverage & In-Building Solutions

• Conduct In-Building Coverage (IBC) assessments and verification surveys for commercial and strategic premises.
• Design RF solutions and proposals for Distributed Antenna Systems (DAS) and Small Cell deployments to address coverage requirements in high-value or complex indoor environments.

Other Wireless System & Enterprise Support

• Provide planning and optimisation support of other wireless system including Broadband Wireless Access (BWA), IoT, etc.
• Provide RF and coverage planning support for internal enterprise IT initiatives, including Wi-Fi access point placement and coverage optimisation for facilities and offices.

Performance Optimisation & Customer Complaints

• Handle high-priority VIP and critical customer complaints by conducting drive tests, RF performance analysis, and root cause investigations.
• Recommend and implement rapid, high-impact network improvement measures, including proposing new site deployments or reconfigurations where necessary.

General Responsibilities

• Undertake ad hoc tasks, special projects, and technical assignments as required by management to support business and operational objectives.

Job Requirements:

• Minimum 10 years of progressive experience in RF Planning, Optimization, and Network Deployment within the telecommunications industry.
• At least 8 years of hands-on experience in tower infrastructure (NFP) environments.
• Bachelor’s Degree in Electrical Engineering, Electronics Engineering, Telecommunications Engineering, or a related field.
• Master’s Degree in Telecommunications, Wireless Communications, or related discipline is an added advantage.
• Required expert knowledge and senior capabilities in the telecommunications field to participate in leading MCMC/KKM tender preparation and execution of large-scale national projects.
• Expert-level knowledge of fundamental RF, advanced antenna systems, and all cellular standards including 2G, 3G, LTE, and 5G.
• Proficient in professional RF Planning tools (e.g., Atoll, Planet) for network design and optimization.
• Knowledgeable in specialized Fixed Wireless Access (FWA) technology planning (e.g., Mimosa Networks), WiFi network design, and the general principles of Fiber-Optic infrastructure supporting backhaul.
• Capable in strategic Network Planning and Site Candidate Identification. Experienced in analyzing existing competitor telco site locations and proprietary coverage gaps to propose new tower sites that strategically expand market share, maximize coverage, and ensure optimal return on investment (ROI).
• Advanced proficiency in GIS software (MapInfo, ArcGIS, global mapper) and database management skills (Excel tool) for accurate site data compilation, landbank maintenance, and strategic geo-spatial reporting.
• Proven capability in providing exceptional cross-functional communication and cooperation and internal consultation. Experienced in effectively interfacing with Operation, Commercial, and Site Acquisition (SAQ) teams regarding build viability, land acquisition, and technical constraints
