Responsibilities

Role Overview

The Chief Operating Officer (COO) will serve as the strategic co-pilot to the Vice-Chancellor, driving overall campus development, fiscal health, and operational excellence Uniquely blending institutional operations with academic administration, this role holds ultimate accountability for student services, academic registries (including examinations), ICT, legal compliance, and executive governance. The COO will also bear crucial statutory delegations in alignment with the Ministry of Higher Education (MOHE) and the Private Higher Educational Institutions Act 1996.

Job Requirements (Suggested & Mandatory):

  • Mandatory Institutional Experience: A minimum of 5 years of senior leadership/executive experience within a full-fledged university. Candidates must possess deep contextual knowledge of complex, comprehensive university structures and multi-faculty operations.
  • Academic Qualifications: A Master’s Degree or PhD in Higher Education Management, Business Administration, Corporate Governance, Law, or a related field.
  • Regulatory Expertise: Documented track record of successfully navigating Malaysian higher education regulatory bodies (MOHE, MQA, JPT) and a thorough operating knowledge of Act 555.
  • Governance Background: Prior experience managing or serving on a University Senate and Board of Governors is highly advantageous.
  • Operational Capabilities: Strong acumen in financial budgeting, lean business process optimisation, large-scale programme management, and data-driven decision-making.
  • Leadership Traits: Exceptional communication and diplomatic skills to effectively engage with diverse stakeholders, including government ministries, international partner schools, and corporate boards.

Key Responsibilities:

  • Strategic Execution & Growth: Lead the implementation of the University’s rolling five-year Strategic Plan. Develop robust operational blueprints, risk management frameworks, and performance indicators to measure institutional success.
  • Comprehensive Operations Oversight: Provide overarching leadership across all professional support services, including: Finance, Human Resources, Legal & Compliance, ICT, Estates & Property Services, Marketing & Communications, Student Recruitment, and Academic Governance.
  • Regulatory Mastery: Maintain absolute institutional compliance with the Private Higher Educational Institutions Act 1996, Malaysian Qualifications Agency (MQA) standards, and MOHE policies. Interpret and implement statutory policies into the University's constitution and rules.
  • Academic Governance: Serve as the Secretary to the Board of Governors and the University Senate, ensuring institutional governance is seamlessly executed and recorded.
  • Student-Centric Ecosystems: Partner closely with the Vice-Chancellor and Deans to foster a responsive, high-quality learning environment that drives student satisfaction, retention, and successful graduation outcomes.
  • Financial & Resource Stewardship: Champion long-term financial planning, capital allocation, and budgetary control, optimising resource utilisation to ensure institutional viability and premium service delivery.
  • People & Succession Leadership: Embed a high-performance culture through active Performance and Development Reviews (PDR), strategic talent development, and robust succession planning for critical institutional roles.

Job Types: Full-time, Contract

Pay: RM12,000.00 - RM13,000.00 per month
