Job Description

Responsibilities

JOB PURPOSE:

  • Lead the company’s recruitment strategy to attract, hire, and retain top talent across the Group that is aligned with the organization’s Vision, Mission and Values for a sustainable future.
  • Develop and execute innovative recruitment strategies, leveraging in technology, industry trends, and best practices to ensure the company attracts high-caliber professionals from the market.


PRINCIPAL ACCOUNTABILITIES:

Talent Acquisition Strategy & Planning

  • Develop and implement talent acquisition strategy aligned with business objectives to ensure the Company has the right talents with the right skills, at the right time, to achieve departmental goals, ensuring alignment with the division or organization’s strategic targets its business goals.
  • Forecast hiring needs based on business growth and workforce planning to allow for targeted recruitment and development initiatives to address any gaps timely.
  • Define recruitment metrics and key performance indicators (KPIs) to gain a clear and objective understanding and targets.
  • Lead and manage the execution of day-to-day operations, ensuring that projects and tasks are completed on time, within budget, and according to quality standards


Talent Pipeline & Succession Planning

  • Proactively build and maintain robust talent pipelines for critical roles, including passive candidates and collaborate with Talent Management team on succession planning initiatives.


End-to-End Recruitment Process Management

  • Manage the full recruitment process, from sourcing to onboarding, ensuring positive and efficient experience for candidates and hiring managers.
  • Implement best practices for interviewing, selection, and assessment to drive high-quality hires.


Employer Branding & Talent Market Positioning

  • Strengthen employer branding and market positioning through targeted marketing strategies across various platforms (e.g., social media, job portals, and career fairs) and foster relationships with key talent sources like universities and industry networks.


Candidate Experience & Employee Value Proposition (EVP)

  • Design and deliver seamless and positive candidate experience, focusing on engagement and aligning the Employee Value Proposition (EVP) recruitment messaging and onboarding.


Diversity, Equity & Inclusion (DEI)

  • Develop and implement diversity hiring initiatives, ensuring unbiased recruitment processes and inclusive hiring practices in alignment with DEI goals, in collaboration with HR Business Partners and relevant stakeholders.


Recruitment Budget & Vendor Management

  • Manage talent acquisition budgets and vendor relationships (including contract negotiations) to optimize hiring costs while maintaining quality.


Operational Efficiency

  • Optimize processes and workflows to achieve operational efficiency and continuous improvement. Identify and implement cost-saving measures. Ensure compliance with relevant regulations and standards.
  • Lead and manage organizational change initiatives, ensuring teams are adaptable, engaged, and aligned with the company’s evolving strategy.


Stakeholder & Leadership Collaboration

  • Partners with senior leadership and key stakeholders to align talent acquisition strategies with business needs and provide strategic advisory support to hiring managers. Communicate effectively and address concerns.


Decision Making

  • Make daily operational decisions to keep the team and projects on track; often based on data, past experiences, or strategic priorities.
  • Identify problems/issues related to policies, guidelines and processes and develop solutions to overcome them quickly and effectively.


Project Management

  • Lead major projects or initiatives from inception to completion, ensuring they are delivered timely and within budget


People Management

  • Lead, develop and guide team members and create a positive and productive work environment.
  • Encourage continuous upskilling and develop new capabilities to enhance personal growth and strengthen team’s capability to innovate and succeed.
  • When performance does not meet expectations, address the issues by providing guidance, support, or corrective measures.


Communication

  • Communicate upward, reporting on team progress, challenges, and achievements to Head to help with informed decisions


REQUIREMENT:

  • At least 15 years of related working experience, with solid experience in talent strategy, manpower planning, employer branding, sourcing, recruitment and onboarding.
  • Experienced in leading and implementing communication strategy and stakeholder engagement
  • Experienced in executing D&I strategies and initiatives, fostering an inclusive and equitable workplace.
  • Bachelor’s degree in human resource, social science or equivalent.
