Job Purpose

To lead and manage the full spectrum of Human Resources, Administration, Training & Development, and Workplace Safety functions to ensure effective people management, regulatory compliance, employee development, operational efficiency, and a safe working environment in support of the Company’s business objectives.

Key Responsibilities

Human Resources Management

• Lead and oversee the full spectrum of HR functions including manpower planning, recruitment, onboarding, confirmation, promotion, transfer, resignation, and termination.

• Coordinate with Group Governance Auditor to implement, and review HR policies, SOPs, Employee Handbook, and HR procedures in compliance with Company requirements and Malaysian labour laws.

• Manage payroll coordination and ensure compliance with statutory requirements including EPF, SOCSO, EIS, PCB, HRDC, and other regulatory obligations.

• Oversee performance appraisal, increment, incentive, succession planning, and talent development initiatives.

• Handle employee relations, disciplinary matters, domestic inquiries, grievances, counselling, and conflict resolution.

• Advise Management and HODs on HR best practices, employment legislation, and manpower strategies.

• Monitor manpower budgeting and ensure recruitment activities are aligned with approved headcount and departmental budgets.

• Lead employee engagement, welfare, retention, and culture-building initiatives.

• Ensure proper maintenance of employee records, confidentiality, and HR documentation.

Training & Development

• Develop and implement the Company’s annual training plan and employee development programmes.

• Conduct training needs analysis (TNA) in collaboration with HODs to identify competency gaps and development requirements.

• Coordinate internal and external training programmes, workshops, seminars, and certification courses.

• Monitor and evaluate training effectiveness and maintain proper training records.

• Manage HRDC claims and ensure compliance with applicable training grant requirements.

• Support leadership development, succession planning, and employee career progression initiatives.

• Promote continuous learning and skills enhancement across the organisation.

• Ensure all mandatory training requirements are completed in accordance with operational and regulatory requirements.

Administration Management

• Oversee daily administration operations and office management activities.

• Manage company assets, office facilities, utilities, maintenance, company vehicles, uniforms, and administrative procurement.

• Monitor and control administration expenses within approved budget.

• Coordinate renewal of company licenses, permits, insurance policies, agreements, and certifications.

• Liaise with government authorities, external consultants, auditors, vendors, and service providers.

• Oversee company events, staff activities, and corporate functions.

Safety, Health & Compliance

• Lead and coordinate workplace safety and health initiatives in compliance with OSHA and other applicable regulations.

• Serve as Management representative for Safety & Health matters and support the Safety Committee.

• Ensure implementation and monitoring of safety policies, procedures, and risk control measures.

• Coordinate safety meetings, safety audits, inspections, investigations, and corrective actions.

• Monitor workplace incidents, accidents, and near misses, including reporting and follow-up actions.

• Coordinate employee safety training, awareness programmes, and emergency response activities.

Liaise with DOSH, BOMBA, and relevant authorities on safety and compliance matters.

• Ensure statutory records, permits, and safety documentation are properly maintained and updated.

Management & Leadership

• Lead, supervise, and develop the HR & Admin team.

• Prepare HR, administration, manpower, training, and safety reports for Management review.

• Support strategic planning and continuous improvement initiatives.

• Ensure departmental KPIs and objectives are achieved.

• Perform any other duties assigned by Management.

Job Requirements

Qualification

• Bachelor’s Degree in Human Resource Management, Business Administration, Management, or related field.

Experience

• Minimum 8–10 years of working experience in Human Resources & Administration, with at least 3–5 years in managerial level.

• Experience in manufacturing environment is preferred.

• Experience handling industrial relations and employment law matters is required.

• Exposure to training management, HRDC administration, and workplace safety management is an added advantage.

• Strong knowledge of Malaysian Employment Act, Industrial Relations Act, OSHA, HRDC requirements, and related regulations.

• Good leadership, communication, negotiation, and interpersonal skills.

• Strong problem-solving and decision-making abilities.

• Able to handle confidential and sensitive matters professionally.

• Good planning, organisational, and people management skills.

• Proficient in Microsoft Office applications and HR systems.
