Job Title: Payroll & Billing Manager

Reporting to: Finance Director

JOB HIGHLIGHTS

The Payroll & Billing Manager is responsible for managing the full spectrum of payroll and billing

operations, ensuring all processes are executed accurately, efficiently, and in full compliance with

statutory requirements. This role serves as the primary escalation point for payroll and billing matters and plays a key part in maintaining high operational standards within the team.


JOB DESCRIPTION

Key Responsibilities :

1. Payroll & Billing Execution (Hands-On Leadership)

  • Oversee and manage end-to-end payroll and billing processing
  • Remain actively involved in payroll processing, especially for:

o Complex cases

o High-risk adjustments

o Peak periods / team capacity gaps

  • Validate payroll inputs (salaries, allowances, deductions, and statutory contributions)
  • Ensure accurate and timely payroll output and billing submission
  • Perform and review payroll & billing reconciliation


2. Operational Oversight & Final Review

  • Act as final reviewer and sign-off authority for payroll outputs
  • Ensure all payroll and billing deliverables meet:

o Accuracy standards

o Compliance requirements

o Client expectations

  • Monitor team output quality and address recurring issues
  • Ensure all payroll outputs are complete, accurate, and submission-ready
  • Ensure processes are audit-ready and well-documented


3. Team Leadership & Capability Building

  • Lead, coach, and develop a new and growing payroll team
  • Provide hands-on guidance and training, especially for junior staff
  • Allocate workload and monitor team performance
  • Build team capability to progressively handle:

o Complex payroll

o Client management

  • Foster a culture of accuracy, accountability, and continuous improvement


4. Client & Escalation Management

  • Act as primary escalation point for payroll and billing issues
  • Handle complex, sensitive, and high-impact client matters
  • Support key client relationships alongside Team Lead
  • Ensure timely resolution of payroll raised discrepancies and concerns
  • Participate in client onboarding and contract discussions


5. Compliance, Audit & Governance

  • Ensure full compliance with Malaysian statutory requirements (EPF, SOCSO, EIS, PCB, etc.)
  • Maintain and enhance payroll policies, SOPs, and internal controls
  • Lead payroll-related audits and ensure documentation readiness
  • Safeguard payroll data confidentiality and integrity


6. Billing & Financial Oversight

  • Oversee billing operations to ensure:

o Accuracy

o Timeliness

o Alignment with client contracts

  • Monitor outstanding invoices and resolve billing discrepancies
  • Ensure proper reconciliation between payroll and billing records


7. Process Improvement & Transformation

  • Identify inefficiencies and process gaps
  • Drive process standardization, automation, and system improvements
  • Update payroll guidelines and best practices
  • Stay updated on regulatory changes and industry trends


8. Ad-hoc & Business Support

  • Support Finance Director on operational reporting and analysis
  • Participate in business initiatives related to payroll operations
  • Perform additional duties as assigned


REQUIREMENTS

  • Bachelor’s degree in accounting, Finance, Business Administration, Human Resource, or related discipline.
  • Minimum 5–8 years of experience in payroll and billing, with at least 2 years in a managerial or supervisory role.
  • Hands-on payroll processing experience
  • Excellent statistical and analytical skills
  • Proficient in Microsoft excel skills (intermediate level and above)
  • Strong knowledge of Malaysian statutory payroll regulations (EPF, SOCSO, EIS, PCB, etc.).
  • Experience in using payroll and billing systems or software.
  • Excellent analytical, problem-solving, and organizational skills.
