Role & responsibilities
Roles and responsibility of billing engineer in civil construction
1. Quantity Takeoff & Measurement
They calculate quantities of work completed on-site (concrete, steel, excavation, etc.) based on drawings and actual progress. This requires a strong understanding of drawings and BOQs (Bill of Quantities).
2. Preparation of Bills
They prepare:
RA Bills (Running Account Bills) for ongoing work
Final Bills after project completion
These bills are submitted to clients for payment as per contract terms.
3. Rate Analysis
They analyze and justify rates for extra or non-BOQ items. This involves studying material, labor, and equipment costs to derive fair pricing.
4. Verification of Subcontractor Bills
They check and certify bills submitted by subcontractors, ensuring:
Quantities are accurate ,Rates match agreements,Work is actually completed
5. Client Billing & Coordination
They coordinate with clients or consultants to
Get bills approved,Resolve discrepancies,Follow up for payments
6. Documentation & Record Keeping

7. Variation & Claims Management
They identify changes in scope (variations) and prepare supporting documents to claim additional payments or extensions.
8. Cost Monitoring
They track project costs versus budget, helping the project team stay within financial limits and flagging overruns early.
9. Contract Understanding
They must understand contract clauses related to:
Payment terms,Penalties,Escalation,Variations
10. Coordination with Site Team
They work closely with site engineers, planning engineers, and procurement teams to ensure accurate billing aligned with actual work progress.
Skills Required
Strong knowledge of civil drawings and BOQs
Good in Excel and billing software (like ERP systems)
Understanding of contracts and rates
Attention to detail
Communication and negotiation skills
