Job Summary
The Director reports to the Head of Audit and Compliance Department and is responsible for leading a team of auditors in the planning, executing and managing internal audit activities across organization. This role provides strategic oversight on the effectiveness of internal controls, identifying risks, and assessing compliance with regulations and internal policies, and evaluation of control effectiveness. This position is instrumental in providing independent assurance on governance, risk management, and internal controls, while ensuring alignment with internal audit standards and regulatory expectations.
Job Responsibilities
Audit Planning & Execution
- Develop and execute annual audit plan that addresses the key risks and compliance requirements of MCMC
- Oversee the planning, execution, and quality assurance of audit engagements, ensuring audits are delivered on time and within scope
- Oversee the audit and compliance activities within MCMC, including financial, operational, and compliance audits
- Ensure that audits are conducted in accordance with IA standards and regulations
Compliance Assessment, Operational Efficiency and Controls
- Assess compliance with regulatory and internal policy requirements
- Oversee the execution of compliance reviews, including regulatory readiness and reporting
- Evaluate the effectiveness of internal controls, policies, and procedures, and recommend enhancements to ensure compliance and efficiency
Cross-Functional Collaboration and Stakeholder Engagement
- Lead and manage the audit team’s collaboration with cross-functional teams to address audit findings and ensure the effective implementation of corrective actions
- Communicate audit findings and recommendations professionally to relevant stakeholders through clear written reports and verbal presentations
- Engage with senior management and business units to discuss audit results, assess risks, and ensure that compliance issues are addressed, promoting a culture of compliance and good governance within MCMC. Provide advisory support to business units on emerging risks and control-related matters
- Support the department’s leadership by contributing to key decision-making processes and providing insights on risk, compliance, and audit matters from a departmental perspective
Reporting and Communication
- Review and ensure the quality, clarity, consistency, and accuracy of audit reports prior to issuance, ensuring that findings, risks, root causes, and recommendations are well-articulated and aligned with audit standards
- Oversee the communication of audit results to relevant stakeholders through well-structured written reports and presentations
- Monitor and report on the status of management’s implementation of agreed audit recommendations, ensuring timely follow-up, validation of evidence, and accurate progress reporting
Data Analytic
- Drive the adoption of data-driven audit techniques and automation tools to enhance audit efficiency, coverage, and insight generation
- Lead the integration of data analytics into audit planning, fieldwork, and reporting processes, ensuring alignment with departmental strategy and risk priorities
- Promote analytics capability building within the team by mentoring staff and supporting the development of reusable scripts, dashboards, and continuous auditing tools
Continuous Improvement & Professional Development
- Identify opportunities for process improvement and implement best practices across MCMC
- Stay abreast and updated on industry trends, best practices, emerging risks, and new audit and compliance methodologies
- Support the professional development of staff within the department and promote a culture of continuous learning and improvement
Others
- Provide strategic and operational support to the Audit & Assurance Division on non-routine or unspecified assignments, and lead or oversee the execution of cross-functional audits, special reviews, or investigations, as and when required
- Collaborate with other departments within the same division, i.e. Technology Assurance, Quality and Risk Assurance, as week as others such as Risk Management, Integrity & Governance, Legal, Finance and operation departments to ensure a holistic approach to audit and compliance
Qualifications & Work Experience
- Candidate must possess at least a Bachelor’s Degree in Accounting, Finance, Business Administration, or a related field from reputable university;
- A Master’s degree or MBA would be an added advantage;
- Possess Professional certification(s) such as Certified Internal Auditor/CIA (Institute of Internal Auditors Malaysia (IIAM)), Certified Information Systems Auditor/CISA (Information Systems Audit & Control Association (ISACA)), Certified Fraud Examiner (Malaysian Association of Certified Fraud Examiners (MACFE)), or Certified Management Accountant or Chartered Accountant is preferred;
- Minimum of 6-8 years of progressive experience in audit, compliance, or related fields;
- In-depth knowledge of audit methodologies, risk assessment, and internal control frameworks;
- Familiarity with relevant regulations and standards, such as the International Standards for the Professional Practice of Internal Auditing (IIA Standards) and relevant telecommunications laws;
- Strong analytical skills and the ability to interpret complex financial and operational data;
- Excellent leadership and team management skills, with the ability to inspire and guide a diverse team of auditors;
- Effective communication and interpersonal skills, with the ability to present findings, influence stakeholders, and build relationships across the organization;
- Proficiency in using audit software and tools to enhance audit effectiveness;
- Strong problem-solving abilities and a proactive approach to identifying and addressing issues;
- High ethical standards and a commitment to upholding integrity and professionalism; and
- Knowledge of the telecommunications or regulatory environment is a plus
Technical Competencies
- Internal Audit Standards & Methodology - Proficiency in IIA International Standards for the Professional Practice of Internal Auditing, audit methodology (planning, fieldwork, reporting, follow-up).
- Regulatory Compliance - In-depth understanding of the regulatory framework governing the communications and multimedia sector in Malaysia, including relevant laws, policies, and industry standards
- Risk Assessment & Internal Controls - Ability to assess risk exposures and evaluate the effectiveness of governance, risk management, and control processes
- Industry Expertise - Technical knowledge of telecommunications, broadcasting, and multimedia industries, including emerging technologies, trends, and market dynamics
- Financial Acumen - Understanding of financial principles and the ability to assess financial statements to ensure compliance with accounting standards
