Job Summary

This is a managerial operations and administration role within the Business Development Department, with primary responsibility for departmental governance, process efficiency, and compliance. The position is not focused on sales or marketing activities.

Support the Senior Manager in leading and overseeing the operational, administrative, and compliance functions of the Business Development Department, including supervision of BD Executives, management of company registrations, coordination of bid administration activities, implementation of process improvement initiatives, and cross-functional collaboration to ensure efficient departmental performance and regulatory compliance.

Key Responsibilities

1. Department Operations & Administration

  • Lead the day-to-day operations of the Business Development Department to ensure efficient workflow, effective coordination, and timely delivery of assignments.
  • Develop, implement, and monitor departmental procedures, policies, and administrative systems to strengthen governance and operational effectiveness.
  • Oversee secretariat support for HBD meetings.

2. Bid & Proposal Management

  • Support the Senior Manager in overseeing bid administration processes from opportunity identification through to proposal submission.
  • Review commercial and financial proposal documentation with the relevant sectors to ensure completeness, accuracy, and compliance with submission requirements.
  • Oversee the team in coordinating the preparation and submission of Requests for Proposals (RFPs), Requests for Information (RFIs), and tender documents.

3. Team Leadership & Supervision

  • Supervise, guide, and monitor the performance of Business Development Executives and support staff.
  • Allocate tasks, set priorities, and ensure the timely completion of assignments.
  • Provide coaching, training, and performance feedback to team members.
  • Ensure efficient utilization of departmental resources and manpower.

4. Company Registration & Compliance

  • Oversee company registrations, pre-qualification applications, renewals, and licensing requirements with clients, government agencies, and relevant authorities to ensure ongoing eligibility and compliance.
  • Ensure compliance with registration requirements and maintain an up-to-date database of registration statuses and deadlines.

5. Process Management & Continuous Improvement

  • Review and improve operational processes to enhance efficiency, accuracy, and productivity.
  • Identify operational bottlenecks and implement appropriate corrective actions.
  • Establish and monitor key performance indicators (KPIs) for departmental operations, prepare management reports and dashboards, and highlight performance variances with recommended follow-up actions.

6. Coordination & Stakeholder Management

  • Liaise with internal sectors and departments to ensure timely support for registrations, proposals, and business development activities.
  • Coordinate with external agencies, clients, and authorities on registration and administrative matters.
  • Facilitate communication and follow up on departmental action items.

7. Documentation, Reporting & Data Management

  • Maintain accurate records, databases, and document control for registrations, business opportunities, departmental activities, company credentials, and project references, including timely updates within the eDocument Management System.

8. Other Responsibilities

  • Undertake special assignments and support departmental initiatives as directed by the Senior Manager or Management.

Requirements

  • Recognized bachelor’s degree in business administration, management, corporate administration, economics, finance, or a related discipline.
  • Minimum 8–12 years of relevant experience in a similar managerial or administrative capacity, preferably within the engineering consultancy.
  • Demonstrated experience in managing company registrations, pre-qualification applications, licensing, and compliance-related documentation.
  • Exposure to professional services, consulting, engineering, construction, or related industries, with an understanding of project scheduling, cost reasonableness, procurement processes, and manpower planning, would be an added advantage.
  • Strong organisational and time management skills, with the ability to prioritise competing demands, resolve issues effectively, and meet tight deadlines.
  • Strong analytical capabilities, including the ability to interpret data and translate insights into practical business recommendations.
  • Proficient in Microsoft Office applications, including Word, Excel, PowerPoint, Teams and Outlook, with experience in preparing reports, spreadsheets, presentations and meetings.
  • Proactive, resourceful, and results-oriented, with strong interpersonal, communication, and presentation skills, both written and verbal.
  • Experience in preparing and presenting quarterly business performance reports, project forecasts, and pipeline updates to management.
  • Demonstrated ability to manage multiple priorities and deliver high-quality work under pressure.

Job Type: Full-time

Pay: RM6,000.00 - RM9,000.00 per month
