Role Purpose


The Head of PMO is a critical leadership role reporting directly to the CEO. You will own the end-to-end project lifecycle—from pre-sales bidding and contractual scoping to formal project closeout and transition. The role will directly manage three foundational delivery pillars: Project Management, Business Analysis (BA), and Bid & Contract Management.

The primary mandate is to ensure all projects are delivered on time, within scope, and protect corporate margins, before seamlessly handing them over to the CTO's Service Delivery team for long-term operations.


Key Responsibilities

1. Project Management Team Leadership & Delivery Oversight

  • Direct Management: Directly lead, mentor, and manage the team of Project Managers (PMs), fostering a culture of accountability, high performance, and delivery excellence.
  • Resource Planning: Strategically assign PMs to projects based on capability, complexity, and pipeline demand, ensuring optimal resource allocation across the portfolio.
  • Resource Utilisation: Monitor and optimise PM and BA resource utilisation rates across the portfolio; maintain target billable/productive utilisation thresholds and proactively flag under- or over-allocation to prevent margin erosion or delivery risk.
  • Performance Tracking: Actively track and evaluate PM performance against project baselines (schedule, budget, quality), providing continuous coaching and professional development.
  • Project Recovery: Step in as an executive sponsor or advisor to assist PMs in resolving critical client roadblocks, managing difficult stakeholders, or restructuring troubled timelines.

2. PMO Governance, Methodology & Portfolio Management

  • Define, implement, and continuously improve standard project management methodologies and KPIs tailored to Neuron Solutions' business goals (combining Agile, Waterfall, or hybrid frameworks).
  • Delivery Governance: Establish and enforce a formal delivery governance framework—comprising stage-gate reviews, project health RAG reporting, escalation protocols, and periodic portfolio steering committee forums—to ensure consistent delivery standards and early-warning visibility across all active engagements.
  • Establish standardized templates, reporting mechanisms, and tools for the PM team to ensure consistency in tracking project health.
  • Operational KPI Accountability: Own and report against a defined set of PMO operational KPIs including on-time delivery rate, budget variance, change order frequency, client satisfaction (CSAT/NPS), defect escape rate, and handover quality scores. Present KPI dashboards to the CEO and executive leadership on a monthly cadence.
  • Process Excellence: Drive continuous improvement of PMO processes through structured post-implementation reviews (PIRs), root cause analysis on delivery failures, and adoption of lean/agile best practices. Benchmark PMO maturity against industry standards (e.g., P3M3, OPM3) and establish a roadmap for capability uplift.
  • Provide the CEO and executive leadership with a transparent, data-driven view of overall portfolio health, resource utilization, and milestone achievements.

3. Pre-Sales, Bidding, & Contract Lifecycle Management

  • Lead the Bid & Contract Management pillar to ensure incoming RFPs, client tenders, and proposals are rigorously evaluated for financial viability, operational risk, and technical feasibility.
  • Champion the critical handover from the "Bid" phase to the "Delivery" phase, ensuring that contractual obligations, scope boundaries, and SLA commitments are clearly understood by the assigned Project Manager.
  • SLA Management: Own the end-to-end SLA governance framework across the project delivery lifecycle—defining measurable SLA parameters at bid stage, embedding them into project baselines, monitoring adherence throughout delivery, and ensuring all SLA obligations are formally validated before handover to the Service Delivery team. Proactively manage SLA breach risk and maintain a breach register with root cause remediation actions.
  • Oversee contract compliance throughout the project lifecycle, proactively supporting PMs with scope changes and leading variation order (VO) negotiations to protect margins.

4. Project P&L Ownership & Financial Performance

  • Project P&L Ownership: Own the financial performance of the full project portfolio—tracking project-level revenue recognition, cost-to-complete (CTC), gross margin, and WIP against approved budgets. Escalate margin erosion risks early and drive corrective action in partnership with Finance. Ensure all variation orders, scope changes, and cost overruns are reflected accurately in project financials and reported at the portfolio level.
  • Work closely with the CFO and Finance team to produce monthly project financial reports, including earned value analysis (EVA), forecast-to-complete (FTC), and portfolio-level P&L commentary for executive review.

5. Business Analysis & Requirement Quality Assurance

  • Oversee the Business Analysis function to guarantee that client business requirements are accurately translated into high-quality, unambiguous functional specifications.
  • Ensure BAs effectively bridge the gap between client expectations, the PM's delivery plan, and technical development, actively mitigating scope creep from day one.

6. Cross-Functional Handover to Operations

  • Establish a robust Project-to-Support Handover Framework with the CTO's team, ensuring that PMs meet strict quality gates before transitioning completed projects to the Service Delivery Manager (SDM) for ongoing maintenance.


Job Requirements

Experience & Qualifications

  • Education: Bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field. An MBA is highly advantageous.
  • Experience: Minimum of 10–12 years of professional experience within the technology, system integration, or enterprise software (e.g., large-scale ERP, Digital Transformation) sectors.
  • Leadership: At least 4–5 years in a dedicated PMO leadership or senior people-management role, with proven experience managing cross-functional delivery, technical, and commercial teams.
  • Certifications: PMP (Project Management Professional), PRINCE2, Agile/Scrum Master, or PgMP (Program Management Professional) certifications are strongly preferred.

Core Competencies

  • People Leadership: Strong capability to lead, motivate, and upgrade the skills of Project Managers and delivery specialists.
  • Commercial & Legal Acumen: Deep understanding of technology contracting, SLA definitions, and tender processes. Strong ability to identify contractual risks and protect company margins.
  • Financial & P&L Literacy: Demonstrable ability to read, interpret, and manage project-level P&L statements, earned value metrics, and cost-to-complete forecasts. Must be conversant in revenue recognition principles and WIP accounting in the context of project-based IT services delivery.
  • Stakeholder Management: Exceptional communication, negotiation, and influencing skills, capable of managing relationships with C-level executives at Neuron Solutions and across the broader YTL Group.
  • Problem Solving & Agility: A structured, resilient thinker who thrives in ambiguity and can comfortably navigate rapid growth and evolving priorities.
  • Local Insight: Deep understanding of the Malaysian corporate landscape and enterprise delivery ecosystem.
