Role Overview

The Program Manager will serve as the single point of accountability for the end-to-end delivery of Azure Migration program, overseeing the migration of applications from Azure Singapore to Azure Malaysia. This role owns the Migration Factory execution model, program governance and stakeholder management. The PM has escalation authority to drive App Owners and third-party stakeholders for on-time migration delivery.

Key Responsibilities

• Own the program plan across all waves (Very Simple through Complex with Data Platform), managing wave planning, batch orchestration, and parallel execution as per agreed delivery timeline.
• Drive the Migration Factory model — ensure repeatable, standardized delivery using defined framework and factory-based assembly lines (Discovery Pod, Intake Pod, Application Infra Build Pod, Testing Pod, Hypercare Pod).
• Lead all governance cadences: daily stand-ups with the migration team, weekly status meetings and issues/decisions reviews with App Owners and SMEs, monthly Steering Committee with program sponsors, and quarterly Executive Steering Committee with Executive Sponsors and Delivery Heads.
• Manage the RACI matrix — ensure Cognizant owns execution (Responsible) while the Customer owns decisions (Accountable), with Microsoft supporting the platform (Consulted/Informed).
• Own RAID management (Risks, Assumptions, Issues, Dependencies) proactively mitigate risks such as DAC approval delays, App Owner KT unavailability, third-party vendor delays, and customer approval cycle delays.
• Enforce dependency tracking as a core competency — manage customer dependencies including timely decision-making, stakeholder availability, security ownership, change management, and licensing/tooling procurement.
• Drive DAC (Design Authority Committee) compliance — coordinate pre-aligned templates, parallel submissions, and early engagement with the DAC chair to prevent approval bottlenecks.
• Manage escalation paths across three governance levels (L1: Project Teams, L2: Steering Committee, L3: Executive Steering Committee) with a stringent escalation SLA for App Owner KT unavailability.
• Oversee Go/No-Go gates for production cutovers, ensuring rehearsed cutover procedures and pre-tested rollback plans are in place).
• Coordinate Hypercare support post-migration.
• Drive handover and sign-off activities — ensure as-built documentation, KT sessions, monitoring setup, and SLA baseline validation are completed before BAU transition.
• Produce and distribute program reporting — weekly status reports (roll-ups), meeting minutes, project management plans, and steering committee packs.
• Champion lessons learned and continuous improvement across waves.

Required Qualifications

• 10+ years of IT program /project management experience, with at least 5 years managing large-scale cloud migration program (Azure preferred).
• Proven experience delivering Migration Factory or industrialized delivery models with 30+ application transitions.
• Deep understanding of Azure cloud services, infrastructure migration patterns (rehost, clean build and cutover), and landing zone concepts.
• Experience managing multi-stakeholder governance structures (Customer, SI, Cloud Provider) with RACI-based accountability models.
• Strong command of risk management, dependency tracking, and escalation management in complex enterprise environments.
• Experience with DAC/CAB (Change Advisory Board) governance processes and compliance-driven migrations.
• Familiarity with fixed-price / unit-pricing commercial models and T-shirt sizing methodologies.
• PMP, PRINCE2, or equivalent program management certification.
• Based in Malaysia and ready to work from Customer locations.

Preferred Qualifications

• Azure certifications (AZ-900, AZ-305, or AZ-104).
• Experience with cloud transformation frameworks.
• Prior experience with cross-region Azure migrations (data sovereignty, regulatory compliance).
• Agile/SAFe certification and experience with hybrid delivery models.
• Experience working in the APAC/Malaysia market with understanding of local regulatory requirements.
