Position: Manager, Strategic Sourcing (Group Centralised Procurement)

Position Overview
We are seeking a hands-on, strategic leader to drive end-to-end strategic sourcing initiatives for our Group Centralised Procurement (GCP) division. This role demands an executive who can effectively deliver sustainable value creation, cost optimization, risk mitigation, and supplier performance excellence.
The ideal candidate will manage a dedicated procurement team, handle high-level negotiations, fill critical sourcing gaps, and possess a strong foundation in structural Quantity Surveying (QS) disciplines alongside direct China sourcing frameworks.
Key Responsibilities1. Sourcing & Development Contract Leadership
- Formulate direct-sourcing models from China and other key overseas manufacturers to ensure major cost and structural advantages.
- Manage the end-to-end development procurement lifecycle, including tenders, proposal-to-awards, contract drafting, and active contract administration.
- Lead strategic commercial negotiations to secure maximum financial savings and robust contractual terms.
- Conduct comprehensive Total Cost of Ownership (TCO) assessments, value engineering, and strategic demand mapping.
- Embed ESG guidelines and sustainable material procurement requirements into initial supplier evaluations.
2. Team Management & Operational Integrity
- Manage, mentor, and coach Assistant Managers, Buyers, and Executives within the procurement team while establishing clear, quantifiable performance metrics.
- Actively resolve critical sourcing gaps, ambiguous technical specification files, and urgent operational requests.
- Support cross-functional communication protocols and bridge information flows with core development teams.
3. System Oversight & Governance
- Maintain direct operational governance over procurement infrastructure, specifically SAP and SAP Ariba.
- Align all sourcing and contract mechanisms with ISO 9001 quality management structures and participate in periodic audits.
Mandatory Requirements
Candidates must meet the following screening criteria to be considered for the role:
- China Sourcing Experience: A proven track record in strategic direct-sourcing ("China Buy") from manufacturing hubs in China.
- QS & Contracts Background: A solid foundation in Quantity Surveying (QS) paired with active experience in development contract management.
- Technical Proficiency: Hands-on operational fluency in SAP and SAP Ariba.
- Relocation: 100% readiness and absolute willingness to relocate to the designated work site within Malaysia.
- Budget Alignment: Current/expected salary must fit within the maximum ceiling of RM 14,000.
Target Candidate Specifications
- Experience: 8–10 years of total sourcing experience, with at least 3+ years in a leadership or managerial role.
- Education: Bachelor’s Degree in Quantity Surveying (QS), Supply Chain, Engineering, or a related field.
