A regional engineering services company is expanding its operations, and as part of this growth, they are hiring a Finance Manager for their Singapore office.
Responsibilities:
- Own the full finance and accounts function including AP/AR, GL, bank reconciliations, and day-to-day bookkeeping across regional project entities
- Prepare and finalise management reports, project P&L by site, cash flow forecasts, and annual budgets for group reporting
- Drive progress billing, milestone-based AR collections, retention recovery, and timely AP payments to subcontractors and vendors
- Lead project financing arrangements including performance bonds, bank guarantees, and letters of credit; liaise with banks to support large-scale EPC/EPCM project funding
- Manage multi-currency transactions and foreign exchange exposure across regional operations, advise on hedging and risk mitigation as needed
- Support group consolidation across multiple entities and ensure consistency with applicable reporting standards
- Handle regional tax compliance including GST/VAT, withholding tax, corporate tax, and transfer pricing documentation; coordinate with external tax agents across countries
- Work closely with project management teams on project costing, budget variance analysis, variation orders, and cost-to-complete tracking
- Liaise with auditors and lead the statutory audit process across regional entities
- Lead, mentor, and develop the finance team, review day-to-day output and support professional growth
- Support strategic planning, budgeting, and new market evaluation
Requirements
- Minimum 8 to 10 years of relevant finance and accounting experience, ideally from EPC/ EPCM, semiconductor, pharmaceutical, life sciences, petrochemical, or oil and gas sectors
- Prior project-based accounting experience and exposure to regional/multi-jurisdiction operations will be a strong advantage
- Knowledge of Singapore accounting, tax, and payroll regulations
- Working knowledge of POC accounting, multi-currency consolidation, and cross-border regulatory frameworks
- High integrity, commercially driven, and able to lead a team with minimal supervision across time zones
- Strong communication and stakeholder management skills, comfortable engaging with project teams, clients, subcontractors, banks, and regulators across different cultures and geographies
- Willingness to travel to regional project sites as required
- The level of appointment can be Manager or Assistant Manager (will be commensurate with the candidate's years of experience and the seniority of responsibilities you have held)
