[What the role is]

The Singapore Food Agency’s mission is to ensure and secure a supply of safe food. The Authorisations Division grants licences, permits and other authorisations to enable the supply of safe food in Singapore. Specifically, the Food Business Department of the Authorisations Divisions is responsible for granting licences, permits and other authorisations for food businesses, which comprise food production (farms), non-retail, and retail food businesses.

The successful candidate will be part of the Food Business Department and will be responsible for developing frameworks to drive the operationalisation of Part 4 of the Food Safety and Security Act (FSSA) concerning the authorisation of food businesses.

[What you will be working on]

• Formulate the framework for operationalisation of FSSA Part 4, with regard to the authorisation frameworks to licensable food businesses. This will form the backbone of the relevant subsidiary legislation to be developed
• Review existing licensing requirements and conditions of licence for food businesses, and formulate new and harmonised authorisation application and regulatory requirements, as well as conditions of licence for food businesses when FSSA Part 4 comes into force
• Work with and engage relevant Divisions and subject matter experts within SFA to translate policy intents and synthesise operational insights into detailed operational frameworks, concept of operations, and regulatory requirements
• Draft and facilitate clearance of policy submissions and papers, prepare drafting instructions for the legislative provisions to operationalise the frameworks, and work with the Attorney-General's Chambers (AGC) on the legal text of the subsidiary legislation
• Collaborate and work with relevant government agencies that have intersection with SFA’s regulatory and authorisation mandate to ensure and manage the translation of SFA’s policy positions into operationally sound and implementable regulatory requirements.
• Support the development of materials for stakeholder engagement and any engagement plans as required.
• Support the work relating to authorisation frameworks for related and relevant FSSA subsidiary legislation

[What we are looking for]

• At least 2 years of working experience in policy / operational policy development and regulatory frameworks, with a proven track record of leading multi-stakeholder policy or regulatory projects.
• Ability to coordinate across cross-functional teams, synthesise inputs and deliberations and translate them into coherent and detailed frameworks and concepts of operation
• Meticulous, detail-oriented and strong analytical thinking skills, with the ability to translate broad legislative or policy intent into detailed, operationally implementable regulatory frameworks and requirements
• Strong project management skills, with the ability to manage multiple complex workstreams concurrently, drive progress, and deliver quality outputs within committed timelines.
• Excellent written and verbal communication skills, with the ability to engage, influence and collaborate effectively with a diverse range of internal and external stakeholders.
• Familiarity with licensing and authorisation frameworks, or regulatory compliance in the food industry would also be an advantage. Candidates with experience in related regulatory fields are also encouraged to apply.
