The HS Code Governance Lead (EU Region) is responsible for establishing, implementing, and maintaining the HS Code governance framework across EU markets. The role ensures consistent HS Code classification practices, strong master data governance, regulatory compliance, and availability of a reliable single source of truth for HS Code management. The role acts as the internal governance authority for HS Code decisions by overseeing classification quality, approving classification outcomes, maintaining HS Code master data integrity, and ensuring alignment across EU entities. The role works closely with the HS Code System Owner, external HS Code Classification Consultants, Product Compliance teams, Trade Compliance teams, Customs Brokers, and country stakeholders to ensure effective HS Code governance and compliance risk management. Duties And Responsibilities
1. HS Code Governance & Compliance
- Establish and maintain EU HS Code governance standards, procedures, and controls.
- Ensure consistent HS Code classification practices across EU markets.
- Ensure classification decisions comply with relevant customs regulations and methodologies.
- Approve HS Code classification outcomes based on governance requirements.
2. HS Code Master Data Ownership
- Own and maintain the EU HS Code Master Data as the single source of truth.
- Ensure HS Code records are accurate, complete, and properly documented.
- Manage HS Code lifecycle, including creation, updates, and retirement.
- Maintain classification history and supporting documentation.
3. Classification Consultant Governance
- Oversee external HS Code Classification Consultants.
- Review classification recommendations and supporting rationale.
- Ensure classification outputs meet quality and compliance standards.
- Drive improvement actions for recurring classification issues.
4. Data Quality & Risk Management
- Monitor HS Code data quality and identify inconsistencies.
- Ensure corrective actions are implemented.
- Support customs audits and compliance reviews.
- Maintain audit-ready classification documentation.
5. Stakeholder Management
- Collaborate with System Owner, Trade Compliance, Product Compliance, Customs Brokers, and country teams.
- Drive adoption of EU HS Code governance standards.
- Support continuous improvement initiatives.
6. Project Support & Continuous Improvement Initiatives
- Support and drive HS Code governance transformation projects and related trade compliance initiatives across the EU region.
- Lead or participate in cross-functional projects to improve HS Code processes, data quality, system integration, and operational efficiency.
- Coordinate with internal stakeholders, external consultants, and country teams to drive project execution.
- Identify process gaps, improvement opportunities, and risks, and propose solutions to enhance HS Code governance effectiveness.
- Support implementation of new governance models, tools, and standard operating procedures.
- Perform any other duties, responsibilities, or ad-hoc tasks assigned by the superior or management from time to time, in support of business objectives and departmental priorities.
Requirements
- Bachelor’s Degree in Supply Chain, International Trade, Customs, Logistics, or related field.
- 5+ years of experience in Trade Compliance, Customs, HS Classification, or related areas.
- Experience managing HS Code data governance or customs classification processes.
- Experience working with external customs consultants preferred.
- Knowledge of EU customs regulations, HS classification principles, and tariff structures.
