Job Description

Responsibilities

Key Responsibilities
Financial Strategy & Leadership

  • Develop financial strategy aligned with company growth, tender pipeline, and diversification plans
  • Advise the MD/Board on financial implications of tender decisions, JV/consortium structures, and capital investment
  • Lead budgeting, cash flow forecasting, and rolling financial projections across concurrent projects

Construction-Specific Financial Management

  • Oversee WIP schedules and percentage-of-completion recognition in line with MFRS 15 (Revenue from Contracts with Customers) / MPERS for private companies
  • Work with QS and Project Managers to track job costing, budget-vs-actual, and variation order (VO) claims
  • Manage progress claims/certification cycles, retention sum tracking and release, and liquidated ascertained damages (LAD) exposure
  • Monitor subcontractor and nominated sub-contractor (NSC) payments in compliance with the Construction Industry Payment and Adjudication Act 2012 (CIPAA)
  • Support tender pricing review and margin analysis before bid submission

Cash Flow & Working Capital

  • Manage cash flow across projects with staggered claim certification and payment cycles typical in Malaysian construction
  • Optimise working capital: progress billing timing, retention recovery, and supplier/subcontractor payment terms
  • Arrange trade financing, bank guarantees, and bridging loans as needed for project mobilisation

Banking, Bonding & Compliance

  • Manage relationships with banks and financial institutions for performance bonds, bank guarantees (BG), and overdraft/trade facilities
  • Maintain CIDB registration, financial standing requirements, and grade renewal documentation
  • Ensure compliance with Companies Act 2016, Income Tax Act 1967, SST (Sales and Service Tax), and relevant Bursa/SC requirements if applicable
  • Liaise with company secretary, tax agents, and external auditors for statutory filings (annual returns, tax computations, audited financial statements)
  • Oversee CIDB levy payments, EPF, SOCSO, and EIS contributions, and other statutory employer obligations

Accounting Operations & Controls

  • Oversee day-to-day accounting: AP, AR, payroll, month-end/year-end close
  • Ensure financial statements comply with MFRS/MPERS as applicable to the company's reporting framework
  • Implement/optimise construction accounting software (e.g., Autocount, SQL Account, Sage, or project-costing modules within ERP systems commonly used by Malaysian contractors)
  • Strengthen internal controls, especially around project cost claims, procurement, and subcontractor certification
  • Prepare management accounts and project profitability reports for the MD/Board on a monthly basis

Team & Stakeholder Management

  • Build and lead the finance/accounts team
  • Coordinate with external auditors, tax agents, and company secretary
  • Liaise with clients' quantity surveyors and consultants on claim certification matters
  • Present financial performance and project margin reports to the Board/shareholders

Qualifications

Required:

  • Professional accounting qualification: CPA Malaysia (MIA member), ACCA, CIMA, MICPA, or equivalent recognised by the Malaysian Institute of Accountants
  • Bachelor's degree in Accounting, Finance, or related field
  • 7+ years progressive finance experience, with 3+ years in construction, property development, or a project-based industry in Malaysia
  • Strong understanding of MFRS 15/MFRS 111-equivalent project accounting, WIP, and retention accounting
  • Familiarity with CIDB registration requirements, CIPAA, and construction contract terms (PAM, PWD/JKR, or CIDB standard forms)
  • Experience managing bank guarantees, performance bonds, and trade financing facilities

Preferred:

  • Prior CFO/Financial Controller experience at a Malaysian SME contractor (RM10 million–RM100 million revenue range)
  • Experience with government/GLC tender requirements (if the company undertakes public projects)
  • Working knowledge of Bumiputera equity/status requirements where relevant to tender eligibility

Key Competencies

  • Hands-on, "player-coach" approach suited to a lean SME finance team
  • Strong grasp of Malaysian statutory and tax compliance (LHDN, SST, EPF/SOCSO/EIS)
  • Able to communicate financial matters clearly to MD, Project Directors, and non-finance staff
  • Comfortable navigating relationships with banks, sureties, auditors, and CIDB
  • High integrity, given close involvement in ownership-level and tender-related financial decisions

Pay: RM8,000.00 - RM10,000.00 per month

Ability to commute/relocate:

  • Batu Caves: Reliably commute or planning to relocate before starting work (Preferred)
