Job Description

Responsibilities

[What the role is]

As a Senior Manager in the Tote board’s (TB) Grants Programmes team, you will play an important role in shaping, and stewarding grant programmes to meet community/social needs aligned with TB’s vision and strategic outcomes.

You will lead/co-lead programme design and evaluation, guide junior team members and serve as a key partner to stakeholders across the public, private and social sectors.

[What you will be working on]

1. Grant Curation & Programme design

  • Apply data-driven insights to identify emerging needs and funding opportunities

  • Lead or co-lead the curation and design of grant programmes, translating sectoral insights and emerging needs into clear funding strategies and programme propositions.

  • Partner with diverse stakeholders (e.g. government, private entities, social service agencies) to understand the sectoral landscape and identify gaps (“white spaces”) and co-create solutions.

  • Balance policy intent, sector needs and operational feasibility in programme design.

  • Guide junior team members in research, stakeholder engagement and programme scoping.

2. Assessment of Grant Proposals

  • Use data analysis and visualization tools to assess proposals and potential impact.

  • Provide robust evaluation and judgement on complex or strategic grant applications.

  • Work with applicants to strengthen proposals, including clarifying outcomes, Theory of Change and performance indicators.

  • Articulate clear funding recommendations, including rationale, trade-offs and risks, for approval authorities.

  • Prepare and communicate funding agreements for approved programmes.

3. Grant Management

  • Oversee the end-to-end grant lifecycle, ensuring effective programme delivery and compliance with funding terms.

  • Serve as primary relationship manager for grantees and partners, providing strategic guidance.

  • Monitor programme implementation, proactively identify risks and drive course correction actions, where needed

  • Work with Grantee and internal teams to strengthen outcome measurement and data collection, ensuring insights inform programme improvements and funding decisions.

  • Collaborate with internal stakeholders (e.g. Finance and Corporate communications) on claims, disbursements, reporting and grant features in TB’s annual reports and social media platforms.

  • With junior members’ support, synthesise and present programme performance, insights, and impact to Senior Management, Board and agency stakeholders.

4. Others

  • Lead or contribute to business process improvements, policy reviews and capability building.

  • Support the adoption of data, digital and AI tools to enhance grantmaking effectiveness.

  • Other ad hoc projects.

[What we are looking for]

Requirements

  • Trained in relevant disciplines, including but not limited to Business Management, Public Administration, or Social Sciences.

  • Minimum 5-8 years of relevant experience in partnership development, grants management, project coordination, or a similar role in the non-profit or public sector.

Key competencies

  • Strong analytical and strategic thinking skills, with the ability to translate sector insights into funding decisions.

  • Ability to exercise sound judgement in complex or ambiguous situations, including balancing risks, trade-offs and policy considerations.

  • Effective stakeholder engagement and influencing skills to work across diverse partners and perspectives.

  • Strong writing and communication skills.

  • Good planning and organisational skills, with attention to detail.

  • Able to work independently while collaborating effectively within teams.

  • Strong data literacy skills, able to interpret and apply data in decision making process (e.g. dashboards, Power BI, Tableau), and comfort with outcome measurement frameworks.

  • Commitment to guiding and developing junior team members.
