Job Summary

The Assistant Manager, Procurement is responsible for supporting the management of the University's procurement function to ensure the timely, cost-effective, and compliant acquisition of goods, services, and works. The role manages day-to-day procurement activities, assists in vendor and contract management, oversees tender and quotation processes, and ensures compliance with institutional policies and regulatory requirements. The Assistant Manager works closely with internal stakeholders to support efficient procurement operations while achieving value for money and maintaining transparency and integrity in all procurement activities.

Key Responsibilities

1. Procurement Operations

  • Assist in managing the University's end-to-end procurement activities, including sourcing, quotations, tendering, purchase orders, and contract administration.
  • Ensure procurement requests are processed accurately and within approved timelines.
  • Review procurement documentation for completeness and compliance with University procurement policies and procedures.
  • Coordinate procurement activities for operational, capital expenditure (CAPEX), and project-related purchases.
  • Monitor procurement workflows and recommend process improvements to enhance operational efficiency.

2. Vendor & Contract Management

  • Maintain and update the University's approved supplier database.
  • Assist in evaluating supplier performance and maintaining effective supplier relationships.
  • Negotiate pricing, delivery schedules, payment terms, and contract conditions within delegated authority.
  • Coordinate supplier onboarding, contract renewals, and vendor performance reviews.
  • Resolve routine supplier issues and escalate complex matters to the Procurement Manager or Head of Procurement where necessary.

3. Tender & Procurement Compliance

  • Coordinate Request for Quotation (RFQ), Request for Proposal (RFP), and tender processes in accordance with University procurement policies.
  • Ensure procurement activities comply with internal policies, financial procedures, and audit requirements.
  • Prepare and maintain procurement records, contracts, and supporting documentation for audit purposes.
  • Assist in responding to internal and external audit requests related to procurement.

4. Financial & Cost Management

  • Support cost-saving initiatives through supplier sourcing, price comparisons, and market benchmarking.
  • Monitor procurement expenditures and prepare procurement reports for management review.
  • Assist in budget planning by providing procurement forecasts and expenditure analysis.
  • Ensure procurement activities remain within approved budgets and delegated authority limits.

5. Stakeholder Management

  • Liaise with faculties, departments, Finance, Legal, Facilities, and other internal stakeholders to understand procurement requirements.
  • Provide guidance on procurement procedures and documentation requirements.
  • Coordinate procurement timelines to support operational and project implementation.

6. Risk & Governance

  • Identify potential procurement risks and recommend appropriate mitigation measures.
  • Promote ethical procurement practices and ensure transparency throughout procurement activities.
  • Monitor supplier performance and identify risks related to delivery, quality, and service continuity.
  • Ensure compliance with procurement governance and internal control requirements.

7. Team Supervision

  • Supervise Procurement Executives and Procurement Officers in their daily procurement activities.
  • Allocate work assignments and monitor task completion to ensure service standards are met.
  • Provide coaching, guidance, and on-the-job training to support staff development.
  • Assist in monitoring departmental KPIs and contribute to continuous improvement initiatives.

Requirements :

Education

  • Bachelor's Degree in Procurement, Supply Chain Management, Business Administration, Finance, Commerce, or a related field.
  • Professional certification in procurement or supply chain management (e.g., CIPS, CPSM, MIPMM, or equivalent) is an added advantage.

Experience

  • Minimum 4–6 years of relevant procurement experience.
  • At least 1–2 years in a supervisory, senior executive, or team lead role.
  • Experience in higher education, healthcare, construction, or a large corporate environment is an added advantage.
  • Experience in procurement operations, supplier management, tender administration, and contract management.
