We're Hiring: Test Program Manager (10+ Years Experience)

Location: Singapore

Are you an experienced test delivery leader with a strong background in managing large, multi-vendor testing programs? We're looking for a Test Program Manager to join a leading bank's technology and operations team, driving testing services across a major Finance program.

About the Team

This role sits within Group Technology & Operations, which provides software development, IT support, and banking operations across a global network. The team supports operations in 19 countries, building secure, scalable banking infrastructure while pushing efficiency through automation and process improvement.

What You'll Do

• Oversee day-to-day delivery of test services from vendor partners across the Finance program
• Review and sign off on test strategy, test plans, and other vendor deliverables
• Work with the Test Governance team to ensure testing standards, methods, and tools are followed, including audits and health checks
• Manage scope changes and their impact on test plans
• Partner with application, security, infrastructure, and business stakeholders to make sure testing meets organizational goals
• Act as the first point of escalation for testing issues
• Track and report on SLAs, KPIs, and testing status for your portfolio
• Collaborate with stakeholders and vendors to plan testing deliveries
• Contribute to forums focused on testing transformation and innovation
• Work closely with the Test Engineering Lead on domain-specific requirements
• Build strong working relationships with Vendor Test Managers and Test Leads
• Gather stakeholder feedback and feed improvement ideas back to the Test Centre of Excellence

What You Bring

• Bachelor's or Master's degree in Computer Engineering or a related field
• 10+ years of experience in test delivery or a similar role, ideally within large, complex organizations (Private Banking experience preferred)
• Strong track record managing end-to-end testing delivery across multiple vendor partners
• Solid grasp of testing standards, tools, and methodologies (Agile, Hybrid Agile, Waterfall, DevOps)
• Proven success managing shared IT services and/or testing services
• Strong stakeholder management skills, both internal and external
• Experience managing diverse, multicultural, and virtual teams
• Excellent communication skills, written and verbal, with strong client-facing ability
• High attention to detail and solid analytical/problem-solving skills
• Testing or quality certifications, PMP, or TMMi Framework awareness is a plus

Nice to Have

• Experience with Private Banking platforms such as Temenos or Avaloq
• Familiarity with testing tools like LoadRunner, Performance Center, SiteScope, HP ALM/Quality Center, Tosca, Selenium, or JIRA
• Experience with API and ETL testing
