[What the role is]

The Health Promotion Board’s vision is to make Singapore a nation of healthier people.

Come be a part of this journey if you’re passionate about creating boundary-pushing work that drives behavioral change.

You will be a part of HPB’s Healthy Ageing Programme Department, which strives to help older adults to improve and maintain their functional ability through healthy lifestyle practices and increase the quality and years of healthy life. As Singapore’s healthcare and aged care systems transform under national directives such as Healthier SG and Age Well SG, HPB drives the national implementation of the Active Ageing Programme (AAP) strategy in close collaboration with Active Ageing Centres (AACs), Regional Health Systems (RHSes), and whole-of-government agencies to initiate, encourage and empower seniors to adopt and sustain healthy habits, and age well independently through community-based programmes and self-directed initiatives.

[What you will be working on]

As a key member of the Healthy Ageing Programme Department, you will drive the product vision, design and implementation of a digital programme on Healthy 365 that supports adults aged 50 and over to build healthy habits through simple daily tasks, customised strength, balance and flexibility workouts, and bite-sized healthy ageing content. You will shape the longer-term product roadmap, ensuring that the digital experience is senior-friendly, evidence-informed and aligned with HPB’s broader seniors’ strategy.

You will translate programme intent into clear product logic, user journeys, feature requirements and implementation plans. This includes shaping product enhancements, conducting on-ground user experience testing to refine the product experience, developing the enhanced curriculum structure including exercise, healthy ageing educational content and other user-facing materials. You will work with subject matter experts, including physiotherapists, sports science experts, to ensure that the content is accurate, safe and aligned with programme objectives. You will also work with platform and IT teams to support user acceptance testing, resolve implementation issues and ensure launch readiness.

You will tap on literature, behavioural insights and past programme findings to guide product and curriculum decisions, assess feature effectiveness, and support the longer-term development. Where required, you may also support adjacent digital-based physical activity pilots to initiate and sustain physical activity among seniors or inactive adults. In addition, you will support the department’s seniors programme monitoring and evaluation needs, including using Excel, Power BI dashboards and basic analytics to track attendance trends, programme coverage, programme performance and outcomes, and translate data into practical insights for programme improvement.

[What we are looking for]

An ideal candidate will be a dynamic and self-motivated individual with at least 3 years of relevant working experience in digital product strategy, product management, service design, programme design, behavioural science or other related roles. Experience in healthy ageing and physical activity programming would be advantageous.

The candidate should also possess:

  • A degree in a relevant discipline , with strong ability to apply structured thinking to digital product or programme development.
  • Strong logical thinking and problem-solving skills , with the ability to frame ambiguous issues, identify key considerations and develop coherent recommendations.
  • Good understanding of behavioural science and user-centred design principles , with the ability to apply these practically to support behaviour change.
  • Strong analytical judgement , with comfort in interpreting data, drawing insights and using evidence to inform decisions.
  • Strong communication and stakeholder management skills , with the ability to work independently across multi-disciplinary stakeholders in a fast-moving environment.
