Role Purpose:
The RTO (M&E) acts as the primary on-site representative for the Qualified Person (QP) or Consultant. The primary goal is to ensure all M&E works—including Air-Conditioning and Mechanical Ventilation (ACMV), Electrical, Fire Protection, and Plumbing & Sanitary systems—are executed according to approved drawings, specifications, and statutory requirements. Covers MEP DfMA inspection and T&C when necessary.
Key Responsibilities
- Site Supervision: Perform full-time standing supervision for M&E installations to ensure compliance with approved plans and quality standards. This includes conducting MEP DfMA inspections at both the fabrication factory (off-site) and project site (on-site) to ensure modular components meet quality and precision standards.
- Drawing & Material Review: Review shop drawings, method statements, and material submissions for discrepancies and technical compliance before installation begins.
- Testing & Commissioning (T&C): Witness and document all T&C activities, including functional performance tests for various systems. Covers MEP DfMA-specific T&C where necessary and assist in TOP/CSC submissions.
- Quality Control: Identify and report non-conformances, issue site memos for defective works, and monitor the progress of rectifications.
- Documentation: Maintain updated site records, including site diaries, inspection reports, material delivery logs, and as-built drawings.
- Safety Coordination: Collaborate with the safety team to enforce Workplace Safety and Health (WSH) standards on-site.
Requirements:
- Education: A Diploma or Degree in Mechanical or Electrical Engineering.
- Experience: Minimum 5 years of relevant site experience in M&E supervision for building projects in Singapore. Experience in DfMA or Prefabricated MEP projects is highly advantageous.
- Technical Knowledge: Strong understanding of Singapore's Codes of Practice (COP), BCA regulations, and statutory requirements for M&E services (e.g., SS 550, SS 638, etc.).
- Accreditation (Optional/Advantageous): Registration as a Resident Technical Officer (RTO) with the IES/ACES Joint Accreditation Committee (JAC) is preferred but not mandatory. Candidates currently pursuing accreditation are also encouraged to apply.
Pay: $5,000.00 - $6,500.00 per month
