Role Summary*

• The M&E Manager is responsible for managing all mechanical and electrical aspects of assigned development projects — from design coordination and authority submissions to site implementation and testing & commissioning.

This role ensures the delivery of high-quality, efficient, and compliant M&E systems while balancing project timelines, authority approvals, and sustainability goals. The Manager serves as the key liaison between consultants, contractors, and internal teams to ensure technical excellence and problem resolution across all phases.

• Key Outcomes M&E works are delivered according to project timeline, cost targets, and regulatory requirements.
• Design and installation issues are proactively resolved to prevent rework or delays.
• Authority submissions and certifications are obtained in a timely manner.
• Testing & Commissioning (T&C) is successfully completed and documented for handover.
• Stakeholders receive timely updates and technical support related to M&E scope.
• Key Responsibilities*
• Design Review & Coordination
• Review and comment on M&E design drawings, schematics, load calculations, and technical submissions.
• Coordinate with consultants, architects, structural engineers, and QS to resolve design conflicts.
• Verify integration of all M&E systems (HVAC, electrical, plumbing, fire protection, ELV, vertical transport) with other disciplines.
• Ensure design compliance with statutory requirements, green building standards, and client specifications.

Authority & Regulatory Submissions

• Prepare and monitor statutory submissions to relevant authorities (e.g., BOMBA, Suruhanjaya Tenaga, Local Councils).
• Coordinate inspections, resolve comments, and secure approvals for systems including fire, electrical, lift, and air-conditioning.
• Maintain a submission tracker and liaise with consultants for timely documentation.

Site Implementation Oversight

• Supervise M&E installation works on-site to ensure conformance with approved drawings and specifications.
• Conduct site coordination meetings to resolve technical queries and sequencing issues.
• Validate progress claims, material deliveries, method statements, and mock-up reviews.
• Monitor QA/QC compliance and site safety for all M&E-related activities.

Testing & Commissioning

• Review and coordinate T&C plans with contractors and consultants.
• Witness key testing processes and ensure documentation is prepared in accordance with project and authority standards.
• Coordinate rectification of defects or non-conformances prior to handover.

Stakeholder Collaboration

• Provide regular updates to the project implementation team and management on M&E progress, risks, and constraints.
• Support Contracts and Procurement teams in technical evaluations and contractor onboarding.
• Assist EWRC and Facilities team during handover for defect troubleshooting, operational briefing, and documentation transfer.

• M&E Systems Knowledge – Proficient in HVAC, electrical, fire protection, ELV, plumbing, lift and other services.
• Drawing & Document Review – Skilled in reviewing shop drawings, load schedules, schematics, and technical data sheets.
• Testing & Commissioning – Understands T&C sequencing, checklists, and witness protocols.
• Authority Compliance – Familiar with BOMBA, ST, JKKP, and local council regulations and submission workflows.2.

• Site Supervision – Manages daily site inspections and coordinates issue resolution.
• Conflict Management – Addresses discrepancies between design and site realities promptly and effectively.
• Documentation & Reporting – Maintains inspection logs, meeting minutes, progress trackers, and submission records.3.

Tools & Methodologies

• AutoCAD, BIM (Revit/Navisworks) for design and coordination
• MS Excel, MS Project, PowerPoint for reporting and tracking
• Statutory submission platforms (e.g., e-BOMBA, ST e-services)
• T&C checklists, progress trackers, and defect punch list tools
• Familiarity with MS1525, ISO 50001, and GBI guidelines is advantageous*
• Qualifications & Experience*
• Educational Background
• Bachelor’s Degree in Mechanical, Electrical, or Building Services Engineering.
• Registration with BEM (Board of Engineers Malaysia) preferred.
• Additional certifications in energy management, GBI, or lift/fire systems an advantage.

Experience Requirements

• Experience: Minimum 7–10 years in M&E roles within property development or construction.
• Track Record: Hands-on experience in managing full M&E scope, coordinating authority submissions, and overseeing site execution from installation to handover.
