Role Description
A. Pre-Contract
- Tender Preparation
- Coordinate and compile complete tender submissions, including Bills of Quantities (BQ), pricing schedules, method statements, and technical submissions.
- Review drawings, specifications, and tender documents to fully understand the project scope, identify discrepancies, and assess commercial risks.
- Cost Estimating & Pricing
- Prepare detailed cost estimates based on tender documents, current market rates, and historical cost data.
- Perform quantity take-offs using measurement software such as CostX, Bluebeam, or equivalent.
- Analyse and incorporate quotations from subcontractors and suppliers to ensure competitive pricing.
- Subcontractor & Supplier Management
- Identify, invite, and evaluate suitable subcontractors and suppliers for tender pricing.
- Review, compare, and analyse quotations for accuracy, completeness, compliance, and competitiveness.
- Prepare interim payment certificates for subcontractors in accordance with contract requirements.
- Tender Clarifications & Value Engineering
- Respond to pre-tender queries and clarification requests.
- Propose alternative construction methods, materials, and value engineering solutions to improve cost efficiency and project competitiveness.
B. Post-Contract
- Contract Administration
- Administer contractual obligations in accordance with the contract conditions.
- Review contract documents and ensure compliance with project requirements.
- Maintain proper records of contractual correspondence, notices, and supporting documentation.
- Cost Control & Budget Monitoring
- Monitor project costs against approved budgets and identify potential cost overruns.
- Prepare and update cost reports, cash flow forecasts, and budget status reports.
- Track committed costs and forecast final project expenditure.
- Progress Claims & Payment Certification
- Prepare and submit monthly progress claims to clients.
- Evaluate, verify, and certify interim payment claims submitted by subcontractors and suppliers.
- Monitor payment status and assist in resolving payment-related issues.
- Variation & Change Management
- Identify, evaluate, and price variation works and change orders.
- Prepare, negotiate, and submit variation claims to clients, consultants, subcontractors, and suppliers.
- Maintain an up-to-date variation register and monitor approval status.
- Measurement & Valuation
- Carry out site measurements and re-measurement works where applicable.
- Prepare quantity assessments for progress claims, variation works, and final accounts.
- Verify completed quantities against contract requirements and site records.
- Final Account
- Prepare, negotiate, and finalize project final accounts with clients, consultants, subcontractors, and suppliers.
- Ensure timely commercial close-out of projects.
- Reconcile project costs and prepare final cost reports.
Required Qualifications & Skills
- Bachelor's Degree in Quantity Surveying, Construction Management, or a related discipline.
- Minimum 4 years of relevant experience in quantity surveying, preferably with a main contractor.
- Strong knowledge of construction contracts, contract administration, and Malaysian legal and regulatory requirements.
- Proficient in quantity take-off, cost estimation, budgeting, cost control, and final account preparation.
- Experience using quantity surveying and measurement software such as CostX, Bluebeam, or equivalent.
- Strong analytical, organizational, negotiation, and administrative skills.
- Excellent communication and interpersonal skills with the ability to coordinate effectively with clients, consultants, subcontractors, and suppliers.
- High level of accuracy, attention to detail, and commercial awareness.
- Able to work independently while contributing effectively within a project team.
