Responsibilities
ROLES AND RESPONSIBILITIES
Senior Contracts Officer is responsible for supporting contract management and administration functions. Ultimately, you will assist in monitoring all aspects of contractual matters while ensuring regulatory compliance and mitigating contractual risks.
· Assist in preparing contract cost analysis/plan/breakdown based on design drawings, engineering estimates, materials required and labour involved.
· Prepare and compile tender drawings, specifications and work programmes including production of tender and contract document.
· Assist in the sourcing of subcontractors for tender participation, pre-qualification and tender list recommendation including sending out enquiries for quotation.
· Assist in the Tender Calling, Tender Evaluation and Tender Interview for designated work packages of subcontractors/suppliers.
· Assist in the preparation and submission of tender report comprised of technical and commercial analysis and assessment for subcontractor recommendation.
· Conduct taking off measurement on drawings and prepare bill of quantities.
· Update and monitor changes in drawing measurement and design work.
· Conduct joint site valuation and measurement of work done including variation works.
· Prepare and compile Letter of Award (LoA) / Supplementary LoA.
· Prepare Variation Orders (VOs) documents and Change Control Forms (CCFs) for review.
· Liaise and check all relevant documents submitted by the subcontractors to ensure they are fully substantiated, accurate and in accordance with the requirements.
· Assist in evaluating all Sub-Contract Variation Orders and Extension of Time claims.
· Assist in monitoring issues on time and cost impact and respond timely to all correspondence.
· Assist in populating and compiling all spreadsheets, track data and contractual key issues for management reports/information/updates.
· Highlight or refer any contractual and cost issues for resolution by adhering to the communication line at Section’s and Department’s levels.
· Assist in monitoring Sub-Contract key access handover date, completion date, EOT and LDs issues.
· Prepare progress claims with supporting documents for claim evaluation and certification.
· Evaluate and process payment claims submitted by subcontractors, and prepare Sub-Contract Interim Claims including issuance of Interim Payment Certificate (IPC).
· Assist with Upstream Claim Submission.
· Prepare Sub-Contract Sum Account for Sub-Contract works with supporting documents.
· Deal with internal and external parties with mutual respect and professionalism.

· Perform any other ad hoc duties as assigned by the superior and/or the management.
ACADEMIC QUALIFICATION
Degree in Quantity Surveying or other equivalent fields.
WORKING EXPERIENCES
· Minimum 5 years of working experience in contractual environment related to construction, engineering and infrastructure works.
· Proven experience as Senior Officer specialising in quantity surveying and contract/claim management or equivalent.
Experience in managing claims for various Sub-Contracts
