Duties & Responsibilities

  • Assist the Facilities Manager in planning, coordinating, and supervising the daily operation and maintenance of buildings, facilities, utilities, and equipment.
  • Monitor the condition of buildings and facility systems to ensure they are safe, reliable, and operating efficiently.
  • Coordinate and supervise preventive, predictive, and corrective maintenance works for electrical, mechanical, plumbing, HVAC (Air Con system & related items), fire protection systems, lifts, generators, and other building services.
  • Conduct routine inspections to identify maintenance defects and ensure timely rectification.
  • Supervise maintenance technicians, contractors, and service providers to ensure work is completed safely, on time, and in accordance with company standards and specifications.
  • Assist in planning and coordinating facility improvement, renovation, upgrading, and maintenance projects.
  • Participate in project kick-off meetings and coordinate project activities to ensure work is carried out according to quality, safety, schedule, and contractual requirements.
  • Monitor daily maintenance and project progress, identify delays or issues, and report them to the Facilities Manager.
  • Prepare and maintain maintenance schedules, work instructions, method statements, Risk Assessments (RA), Safe Work Procedures (SWP), progress reports, inspection reports, handover documents, and project close-out documentation.
  • Coordinate engineering support and resolve technical issues with internal departments, consultants, contractors, and vendors.
  • Assist in preparing documentation for variation orders (VO), field instructions (FI), additional works, and maintenance records.
  • Plan and monitor the utilization of manpower, materials, tools, equipment, and other resources to achieve operational efficiency and cost control.
  • Ensure maintenance activities comply with Workplace Safety and Health (WSH) regulations, statutory requirements, company policies, and client specifications.
  • Coordinate statutory inspections, servicing, testing, and certification of fire protection systems, emergency equipment, lifts, generators, electrical installations, and other critical building systems.
  • Monitor contractor performance and ensure compliance with safety, quality, and contractual requirements.
  • Liaise with contractors, suppliers, consultants, landlords, clients, and government authorities on facilities maintenance and project-related matters.
  • Maintain accurate maintenance records, service reports, permits, certifications, inspection reports, and asset documentation.
  • Update maintenance management systems, project records, and relevant documentation regularly.
  • Assist in preparing monthly maintenance reports, project progress reports, billing documentation, and performance summaries.
  • Ensure good housekeeping standards are maintained throughout the facility.
  • Support emergency maintenance activities and respond promptly to facility breakdowns or operational issues.
  • Assist in implementing continuous improvement initiatives to enhance facility performance, reliability, safety, and operational efficiency.
  • Assist the Fire Safety Manager (FSM) in implementing and maintaining the Fire Safety Management Plan in accordance with statutory requirements.
  • Ensure all fire protection systems, including fire alarm systems, sprinkler systems, hose reels, hydrants, fire extinguishers, emergency lighting, exit signs, smoke control systems, and fire pumps, are properly maintained, tested, and certified.
  • Coordinate periodic inspections, preventive maintenance, testing, and statutory certification of fire protection systems by approved contractors.
  • Conduct routine fire safety inspections to identify fire hazards and ensure corrective actions are implemented promptly.
  • Monitor the validity of Fire Certificates (FC), maintenance records, statutory licences, and inspection reports, and coordinate timely renewals.
  • Ensure fire escape routes, emergency exits, staircases, and fire-fighting equipment remain unobstructed and readily accessible at all times.
  • Coordinate fire drills, emergency evacuation exercises, and fire safety awareness programmes for employees, contractors, and occupants.
  • Assist in fire emergency response activities and coordinate with emergency services and relevant authorities during fire incidents.
  • Maintain all fire safety documentation, inspection records, maintenance reports, evacuation plans, and statutory compliance records.
  • Liaise with the Fire Safety Manager, contractors, consultants, building owners, tenants, and relevant authorities on fire safety matters.
  • Ensure all fire safety-related defects identified during inspections or audits are rectified promptly and properly documented.
  • Support internal and external HSSE & fire safety audits and ensure compliance with company policies and applicable statutory requirements.
  • Carry out any other duties and responsibilities assigned by the Facilities Manager or Management.

Qualification & Experience Generally Required

  • Diploma or Higher NITEC in Facilities Management, Mechanical Engineering, Electrical Engineering, Building Services Engineering, Civil Engineering, or a related engineering discipline.
  • A Bachelor's Degree in Engineering or Facilities Management is an added advantage.
  • Minimum 3 years of relevant experience in facilities management, building maintenance, industrial maintenance, or construction/project coordination.
  • Experience in supervising maintenance technicians, contractors, and service providers.
  • Experience in managing preventive and corrective maintenance programmes for building services and utilities.
  • Experience in industrial or commercial facilities is preferred.
  • Good technical competency.
  • Good Communication skills; both verbal and writing in English.
  • Good leadership and supervisory skills.
