Role Purpose

The Business Development Manager (BDM) drives end-to-end Go-To-Market (GTM) execution, gross profit growth, and strategic partnerships for MIMOS Network Sdn Bhd. The role is accountable for commercialisation outcomes aligned to corporate self-sustainability and gross profit targets, converting MNSB's assurance and technology capabilities including its AI-Assisted Testing Framework into revenue-generating client engagements.

Key Responsibilities:

Strategic Business Development & GTM Leadership

  • Lead Go-To-Market (GTM) strategies for MNSB's Digital Quality Assurance (DQA), Software Quality Assurance (SQA), Independent Verification & Validation (IV&V), compliance audits, training & consultancy services, ICT offerings, and the AI-Assisted Testing Framework, translating market opportunities into gross profit-generating commercial plans.
  • Assist the Chairman, CEO and CTO on new partnership and commercial engagement proposals and tender participation.
  • Contribute commercial input into MNSB's annual business planning and budgeting cycle, ensuring GTM plans are resourced and aligned with corporate targets.

Sales & Revenue Accountability

  • Own gross profit targets, pipeline health, forecasting accuracy, and conversion strategies across the full sales lifecycle.
  • Oversee the full sales cycle from prospecting and lead qualification to proposal submission, negotiation, tender participation and deal closure, ensuring commercial margin optimisation.
  • Maintain accurate sales pipelines, forecasts, and performance reports to support data-driven management decisions and revenue and gross profit tracking.
  • Utilise CRM and sales pipeline tools consistently to ensure data integrity, forecast accuracy and management visibility across the BD function.

Client & Partnership Management

  • Manage strategic accounts, build ecosystem partnerships, and lead high-value commercial negotiations.
  • Build, strengthen, and sustain long-term relationships with key clients, partners, and stakeholders. Engage through regular meetings, technical discussions, and site visits to ensure satisfaction, foster trust, and drive repeat business and collaboration opportunities.

Market Intelligence & Strategy Formulation

  • Drive market analysis, competitor benchmarking, pricing recommendations, and segment prioritisation.
  • Continuously monitor market trends, client requirements, and competitor movements within the focus area.
  • Generate actionable insights to refine go-to-market strategies, improve product positioning, and identify new growth segments.

Commercialization & Cross-Functional Alignment

  • Coordinate with the Head of Technical, Head of R&D, and marketing to ensure customer-centric, commercially viable and technically deliverable solutions.
  • Engage the Head of Technical and Head of R&D early in bid/proposal development to ensure technical assurance strategy and AI-Assisted Testing Framework capabilities are accurately represented in client-facing proposals.

Leadership & Team Management

  • Coach and supervise Business Development team members, review proposals, and align execution to targets.
  • Collaborate with service owners and marketing to synchronise commercialisation strategies, refine service/solution development, and ensure seamless delivery of value-driven outcomes for clients.
  • Support the development of team capability through structured coaching, onboarding and access to relevant sales/BD training.

Budget & Resource Management

  • Manage the Business Development function's operating budget (e.g. travel, client engagement, events, marketing collateral) within approved limits, ensuring cost-effective use of resources.
  • Recommend resourcing needs for the BD team in line with pipeline growth and organisational capacity.

Governance, Reporting & Compliance

  • Maintain audit-ready documentation, comply with LOA, ISO/IEC 17025 requirements and provide timely management reporting.
  • Prepare and maintain comprehensive records of sales activities, client engagements, market analyses, and business reports to support strategic planning, performance evaluation, and executive decision-making.
  • Ensure client and prospect data is handled in compliance with applicable data protection requirements (e.g. Malaysia's Personal Data Protection Act) throughout the sales and engagement lifecycle.

Industry Representation & Branding

  • Represent the organisation at industry events, government engagements and strategic forums to strengthen visibility and alliances.

Additional Responsibilities

  • The BDM may, from time to time, be assigned additional responsibilities by the Chairman, CEO or CTO that are aligned with the role's mandate or required to support the organisation's strategic, operational or governance objectives.
  • Complying with department guidelines and company policies and procedures.

Key Competencies and Experience

  • Bachelor's degree or postgraduate qualification in Business, Computer Science, Computer Engineering, Software Engineering, Electronic and Electrical Engineering, or an equivalent relevant discipline.
  • Minimum 8–10 years of relevant experience in business development, sales, or commercialisation roles, including at least 2–3 years in a leadership or team management capacity.
  • Prior experience in technology, QA/testing, ICT solutions, or professional/consultancy services is strongly preferred.
  • Experience working with government-linked companies (GLCs), government agencies or regulated industries, including familiarity with government procurement and tender frameworks (e.g. e-Perolehan), is an advantage.
  • Experienced in business development, client engagement, and services and solution-based selling.
  • Skilled in lead generation, proposal development, tender submission and sales pipeline management.
  • Proficient in market research, competitor analysis, and business reporting.
  • Strong in event participation, product promotion, and stakeholder networking.
  • Working proficiency with CRM platforms and standard business productivity tools (e.g. MS Office/Excel) for pipeline, forecasting and reporting.
  • Excellent negotiation, communication, and relationship management abilities.
  • Results-driven, proactive, and adaptable in dynamic business environments.
  • Collaborative team player with strong interpersonal skills.
  • Strategic thinker with a client-focused approach.
  • Willingness to travel domestically (and regionally, where required) for client engagements, site visits and industry events.
  • Professional certifications in sales, business development or project management (e.g. Certified Sales Professional, PMP) are an added advantage.
