The role

We're looking for a Civil/Structural Engineer to serve as our in-house Competent Person (CP) for façade inspection and technical lead for confined-space structural assessments. You'll turn drone- and ROV-captured data into professionally endorsed inspection reports, and be the engineering authority who signs off and submits to BCA.

Key responsibilities

• Act as the Competent Person (CP) for BCA Periodic Façade Inspections (PFI) — plan inspections, review drone-captured imagery, assess and classify façade defects, and endorse and submit PFI reports to BCA/CBC.

• Conduct and oversee structural and façade condition assessments of buildings and structures.

• Provide engineering assessment for confined-space inspections (tanks, vessels, silos, boilers) from drone/ROV data.

• Prepare TR78-compliant inspection reports — defect classification (Cat 1/2/3), remedial recommendations, and location mapping.

• Ensure compliance with the Building Control Act, WSH Act, TR78 and relevant Singapore Standards.

• Support method statements, risk assessments and permit-to-work coordination.

• Liaise with BCA, building owners, MCSTs, managing agents and clients.

• Review team deliverables (QA) and mentor inspection staff.

Requirements

Essential

• Bachelor's degree or higher in Civil / Structural Engineering (accredited).

• Registered Professional Engineer (PE), Civil, with the Professional Engineers Board (PEB) Singapore — and registered (or eligible to register) as a Competent Person for façade inspection with BCA.

• Experience in structural/façade condition assessment, building inspection or PFI.

• Sound knowledge of the BCA PFI regime, TR78, Building Control Act and Singapore building codes.

• Familiarity with WSH requirements, work-at-height and confined-space safety.

• Strong technical report-writing and defect-assessment skills.

• Good client-facing communication.

Advantageous

• Registered/trained Façade Inspector (FI).

• Experience with drone/UAS or ROV-based inspection, or 3D/LiDAR/BIM data.

• WSH Confined Space certification; rope-access or traditional façade-inspection background.

• bizSAFE / QA experience.
