About the Role
We are looking for an experienced IT Tender & Project Manager to oversee technology projects from the tender and proposal stage through to successful project delivery and handover.
This role combines IT project management, tender/RFP management, commercial costing, vendor coordination, stakeholder management, and project governance.
You will work closely with solution architects, technical teams, procurement, finance, vendors, and clients to develop competitive tender proposals and ensure awarded projects are delivered according to agreed scope, budget, timeline, quality standards, and contractual requirements.
Key Responsibilities
Tender & Proposal Management
- Review and analyze client RFP, RFQ, tender specifications, and technical requirements.
- Assess technical feasibility, project requirements, risks, and compliance requirements.
- Develop and coordinate technical, commercial, and administrative tender submissions.
- Prepare compliance matrices, project methodologies, implementation plans, and delivery schedules.
- Work with solution architects and technical teams to align proposed solutions with client requirements.
- Support BOQ, project costing, resource estimation, pricing, and margin calculations.
- Coordinate with finance and procurement teams to develop accurate project cost estimates.
- Identify and engage suitable technology vendors, OEMs, subcontractors, and implementation partners.
- Obtain and evaluate vendor/subcontractor quotations.
- Negotiate commercial and technical terms with vendors and subcontractors.
- Ensure tender submissions are complete, accurate, compliant, and submitted within deadlines.
IT Project Management & Delivery
- Lead awarded projects from initiation through implementation, handover, and closure.
- Develop project charters, Work Breakdown Structures (WBS), project plans, schedules, and milestones.
- Manage IT infrastructure, software, cloud, cybersecurity, systems integration, or related technology projects.
- Coordinate cross-functional technical teams, vendors, subcontractors, and external stakeholders.
- Manage projects using Waterfall, Agile, or Hybrid methodologies depending on project requirements.
- Monitor project scope, budget, resources, timeline, and deliverables.
- Manage project changes and formal Change Requests (CRs) to control scope and project margins.
- Identify project issues and take corrective action to ensure successful delivery.
Client & Stakeholder Management
- Act as the primary project contact for clients and key stakeholders.
- Lead project meetings, progress reviews, and steering committee discussions.
- Provide regular project status reports and updates to management and clients.
- Coordinate with regulatory authorities, vendors, subcontractors, and internal teams where required.
- Manage client expectations and ensure contractual commitments are fulfilled.
Risk, Quality & Contract Management
- Identify and manage technical, commercial, operational, and project risks.
- Develop mitigation and contingency plans for identified risks.
- Monitor project compliance with contractual requirements, SLAs, milestones, and acceptance criteria.
- Coordinate User Acceptance Testing (UAT), system integration activities, and project acceptance.
- Ensure required documentation and client sign-offs are completed for project milestones and payments.
- Monitor contractual risks including delays, penalties, and Liquidated Ascertained Damages (LAD).
- Ensure project quality standards are maintained throughout implementation.
Handover & Project Closure
- Coordinate system and project handover to operational/support teams.
- Ensure all project documentation is completed and properly maintained.
- Coordinate warranty and maintenance arrangements.
- Obtain final client acceptance and sign-off.
- Conduct project closeout reviews and post-project evaluations.
Requirements
- Bachelor's Degree in Computer Science, Information Technology, Engineering, or a related field.
- Minimum 5 years of experience in IT Project Management, preferably involving enterprise, government, infrastructure, systems integration, or technology projects.
- Proven experience managing IT tenders, RFPs, RFQs, bid submissions, or proposal lifecycles.
- Strong understanding of IT infrastructure, cloud platforms, cybersecurity, networking, systems integration, and SDLC concepts.
- Experience managing projects through the full lifecycle from tender → award → implementation → delivery → handover.
- Strong knowledge of project management methodologies including Waterfall, Agile, or Hybrid.
- Experience in project costing, BOQ preparation, resource estimation, budgeting, and margin analysis.
- Strong vendor and subcontractor management experience.
- Good understanding of commercial agreements, contracts, SLAs, and project obligations.
- Strong risk management, problem-solving, and change management skills.
- Excellent stakeholder management and communication skills.
- Strong ability to prepare professional tender documents, proposals, project plans, and reports.
- PMP / PRINCE2 / ITIL certification is highly preferred.
- Strong leadership and negotiation skills.
- Able to manage multiple projects, deadlines, and stakeholders effectively.
Pay: Up to RM12,000.00 per month
