Smartlink Engineering Sdn Bhd is a growing manufacturing company specializing in engineering solutions and precision manufacturing for the semiconductor and industrial sectors. As we continue to expand our operations and global sourcing capabilities, we are looking for an experienced Global Purchasing Expert to lead strategic international procurement and supplier management activities.

This position will be based in Batu Kawan, Penang and will play a key role in developing our global supplier network, optimizing procurement costs, strengthening supplier performance, and supporting new projects and business expansion.

Key Responsibilities :

Global Procurement & Strategic Sourcing

• Develop and implement global sourcing strategies aligned with business and production requirements.
• Identify, evaluate, and develop qualified international suppliers for engineering materials, components, tooling, and manufacturing requirements.
• Establish and maintain strong relationships with overseas suppliers to ensure competitive pricing, quality, and reliable delivery.
• Conduct supplier evaluation, performance monitoring, and continuous improvement initiatives.
• Develop and maintain a reliable global supplier database.

Cost Management & Supplier Negotiation

• Lead commercial negotiations with international suppliers covering pricing, payment terms, lead time, and contractual conditions.
• Conduct cost analysis, benchmarking, and should-cost evaluations.
• Drive cost reduction through strategic sourcing, supplier alternatives, and process improvements.
• Monitor market trends and global supply conditions to identify cost-saving opportunities.

International Purchasing & Supply Chain

• Manage the end-to-end purchasing process for international sourcing, including RFQ, supplier selection, PO issuance, and delivery monitoring.
• Coordinate with suppliers, freight forwarders, and internal teams to ensure smooth import/export activities.
• Monitor international shipments and proactively resolve supply issues affecting production.
• Ensure compliance with applicable import/export requirements and company procurement policies.

Cross-Functional Collaboration

• Work closely with Engineering, Project Management, Production, Quality, and Finance teams to support new projects and production requirements.
• Support supplier qualification for new materials, components, and manufacturing solutions.
• Participate in New Product Introduction (NPI) projects by providing sourcing solutions and supplier recommendations.
• Provide market intelligence and supplier insights to support management decision-making.

Strategic Development

• Explore new global sourcing opportunities to improve supply chain resilience and competitiveness.
• Develop strategic supplier partnerships to support overseas business expansion.
• Identify global supply chain risks and develop appropriate mitigation strategies.
• Prepare procurement reports, supplier performance analysis, and cost improvement updates for management review.

Job Requirements

• Bachelor’s Degree in Supply Chain Management, Procurement, Business Administration, Engineering, or a related field.
• Minimum 8 years of relevant experience in global purchasing, strategic sourcing, or international procurement.
• Strong experience in overseas supplier management and international sourcing.
• Proven track record in supplier negotiation, cost reduction, supplier development, and procurement strategy.
• Good understanding of international trade, import/export processes, logistics, and global supply chain practices.
• Strong analytical and commercial skills with the ability to evaluate pricing, cost structures, market trends, and supplier capabilities.
• Excellent English communication skills, with the ability to work effectively with international suppliers and cross-functional teams.
• Strong negotiation, problem-solving, and stakeholder management skills.

Preferred Qualifications

• Experience in semiconductor, electronics, automation, machinery, tooling, precision engineering, or other high-technology manufacturing industries.
• Experience managing high-value purchases and strategic supplier negotiations.
• Knowledge of ERP and procurement systems.
• Experience working with suppliers across multiple international markets.
• Experience supporting NPI, cost-of-product-transfer, localization, or supplier development projects.
