Job Summary

Lead and manage full-spectrum HR functions including recruitment, payroll, employee relations, training, and compliance to support business goals and foster a positive workplace culture.

Responsibilities

  • Develop and execute strategic recruitment plans to attract and hire qualified candidates effectively.
  • Manage end-to-end recruitment processes including job postings, candidate screening, interviewing, and offer negotiation to secure top talent.
  • Design and implement onboarding programs that ensure new employees have a positive and productive start.
  • Administer payroll, compensation, and benefits programs accurately and timely.
  • Conduct market research to maintain competitive salary structures and benefits offerings aligned with industry standards.
  • Oversee employee benefits administration including health insurance, leave management, and retirement plans to support employee well-being.
  • Serve as the primary contact for employee relations, addressing grievances, disciplinary actions, and conflict resolution to maintain a harmonious work environment.
  • Promote an inclusive workplace culture and advocate for both employees and the company’s interests.
  • Conduct employee engagement surveys and implement initiatives to enhance morale and retention.
  • Manage and execute the company’s performance appraisal process ensuring fair and consistent evaluations.
  • Collaborate with managers to develop and implement performance improvement plans for underperforming employees.
  • Develop career progression paths and succession plans for key roles to support talent development.
  • Identify organizational training needs and coordinate training programs to enhance employee skills and knowledge.
  • Manage training budgets and liaise with external training providers to deliver effective learning solutions.
  • Develop, update, and enforce HR policies, procedures, and employee handbooks to ensure clarity and compliance.
  • Ensure all HR practices comply with local labor laws and regulations, including Singapore’s Employment Act and CPF contributions.
  • Maintain accurate and confidential employee records in accordance with data protection policies.
  • Align HR initiatives with business strategies to contribute to company growth and success.
  • Oversee HR budget and departmental operations to ensure efficient resource management.
  • Manage and maintain the company’s Human Resources System (HRS – Pay Advisor) for accurate HR data management.
  • Administer work pass applications and renewals, including Work Permits and S Passes, ensuring compliance with regulatory requirements.
  • Complete yearly IR8A submissions and manage waivers, grants, and schemes as required.

Required competencies and certifications

  • In-depth knowledge of local employment laws and HR best practices.
  • Proven experience in recruitment, compensation, and employee relations.
  • Proficiency with HRIS systems and Microsoft Office Suite.
  • Ability to handle confidential information with high integrity and discretion.

Preferred competencies and qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • Minimum 6 years of progressive HR experience with at least 4 years in managerial or supervisory roles in construction sector.
  • Strong leadership, communication, negotiation, and conflict resolution skills.
  • Excellent organizational and problem-solving abilities with attention to detail.

Other Information

Salary range S$4,000 to S$6,000 per month
