I. DAILY TASKS

  • Ensure compliance with all applicable Occupational Safety and Health (OSH) laws, regulations, statutory requirements, and company EHS standards.
  • Conduct regular site inspections, audits, and safety observations to identify unsafe conditions, unsafe acts, and potential hazards.
  • Monitor daily construction and operational activities to ensure compliance with approved safety procedures, risk assessments, method statements, Permit to Work (PTW) requirements, and EHS standards.
  • Implement, monitor, and maintain the site Occupational Safety and Health Management System in accordance with legal, company, and client requirements.
  • Develop, implement, and monitor project-specific EHS programs, safety campaigns, awareness initiatives, and promotional activities.
  • Ensure the company's minimum EHS requirements are implemented and maintained at site, even where client requirements are less stringent.
  • Provide professional advice and guidance to project management, supervisors, employees, contractors, and subcontractors on OSH matters.
  • Communicate safety requirements, corrective actions, preventive measures, and improvement plans to relevant personnel.
  • Conduct and facilitate toolbox meetings, safety briefings, safety inductions, awareness programs, and EHS training.
  • Ensure all personnel are properly inducted, trained, competent, and authorized to perform their assigned tasks.
  • Review and verify Job Hazard Analysis (JHA), HIRARC/risk assessments, Safe Work Procedures (SWP), method statements, PTW, and other safety-related documents.
  • Monitor high-risk activities and ensure appropriate control measures are implemented before and during work execution.
  • Monitor the condition and safe use of machinery, equipment, tools, lifting equipment, and other work-related facilities.
  • Identify unsafe conditions, unsafe behaviours, and non-compliance, and ensure immediate corrective and preventive actions are taken.
  • Conduct and participate in incident, accident, near-miss, and dangerous occurrence investigations, including root cause analysis and follow-up actions.
  • Implement proactive measures to prevent recurrence of accidents and incidents through safety campaigns, training, communication, and continuous improvement initiatives.
  • Review contractor and subcontractor EHS performance and ensure compliance with statutory, company, and client requirements.
  • Ensure appropriate control measures are implemented for hazardous substances and occupational health risks, including compliance with applicable chemical and health-related requirements.
  • Maintain and ensure the accuracy and completeness of site EHS records, including inspections, audits, incidents, investigations, training, meetings, toolbox talks, PTW, risk assessments, and corrective actions.
  • Monitor and track outstanding EHS findings, non-conformities, corrective actions, and preventive actions until closure.
  • Compile and submit monthly EHS statistics, reports, and performance updates to project management and relevant stakeholders.
  • Support internal and external EHS audits, regulatory inspections, client audits, and management reviews.
  • Liaise with the Department of Occupational Safety and Health (DOSH) and other relevant authorities on statutory OSH matters, inspections, notifications, and compliance requirements, where required.
  • Promote and reinforce a positive safety culture and encourage active participation by employees, contractors, and subcontractors.
  • Ensure Client safety initiatives, including safety observation and behavioural safety programs, are implemented effectively to reduce incidents, near misses, and unsafe conditions.
  • Support EHS requirements across other project work packages, where required, to ensure overall project safety and effective teamwork.
  • Perform any other duties related to Occupational Safety and Health and EHS matters as assigned by the immediate supervisor.


II. RESPONSIBILITIES

  • Ensure full compliance with applicable Malaysian Occupational Safety and Health legislation, regulations, statutory requirements, and Exentec's Health, Safety, and Environmental (HSE) policies.
  • Act as the designated Safety and Health Officer responsible for overseeing and monitoring OSH matters at the project/site in accordance with applicable legal requirements.
  • Implement and maintain an effective OSH management system and site safety program in line with company, client, and statutory requirements.
  • Plan, coordinate, and execute EHS programs based on project risks, legal requirements, operational activities, and industry best practices.
  • Provide professional OSH advice to project management and all levels of personnel regarding workplace hazards, risk controls, and legal compliance.
  • Conduct regular inspections and audits and recommend appropriate corrective and preventive measures to eliminate or control identified risks.
  • Lead or coordinate investigations into accidents, incidents, near misses, dangerous occurrences, and occupational health-related events, including root cause analysis and lessons learned.
  • Monitor the implementation and effectiveness of corrective and preventive actions arising from inspections, audits, incidents, and investigations.
  • Review and verify risk assessments, HIRARC, JHA, method statements, PTW, emergency response procedures, and other safety documentation.
  • Monitor contractors and subcontractors to ensure that their safety performance and activities comply with applicable legal, company, and client requirements.
  • Develop and implement safety training, awareness, communication, and promotional programs to improve safety knowledge and behaviours.
  • Maintain proper statutory and EHS documentation and records for regulatory, client, company, and audit purposes.
  • Prepare and submit EHS performance reports, statistics, inspection findings, audit reports, and other required safety reports to management.
  • Coordinate and support emergency preparedness, drills, response activities, and periodic reviews of emergency response procedures.
  • Support regulatory inspections and maintain effective communication with DOSH and other relevant regulatory authorities.
  • Promote continuous improvement in workplace safety, occupational health, environmental performance, and overall EHS standards.
  • Promote and cultivate a strong safety culture across all project sites and ensure safety remains a shared responsibility at all levels.
  • Maintain professionalism, confidentiality, integrity, and compliance with company policies and ethics at all times.
  • Protect the company's interests while ensuring that all OSH decisions prioritize the health, safety, and well-being of personnel and compliance with applicable legislation.


III. QUALIFICATIONS

  • Minimum qualification of a Diploma or Bachelor's Degree in Occupational Safety and Health, Engineering, Environmental Health, or a related field.
  • Must be registered with the Department of Occupational Safety and Health (DOSH) as a Safety and Health Officer (SHO) and hold a valid registration/certificate.
  • Minimum 3–5 years of relevant experience in Occupational Safety and Health, preferably within construction, engineering, project-based, manufacturing, or industrial environments.
  • Strong knowledge of Malaysian Occupational Safety and Health legislation, including the Occupational Safety and Health Act 1994 (OSHA 1994) and other applicable regulations and guidelines.
  • Good knowledge of EHS management systems, risk assessment methodologies, incident investigation, workplace inspection, audit processes, and safety management practices.
  • Experience in managing contractors, subcontractors, and multiple stakeholders in a project environment is an advantage.
  • Experience in dealing with DOSH and other relevant regulatory authorities is an advantage.


IV. REQUIRED SKILLS AND COMPETENCIES

  • Strong knowledge and practical understanding of Malaysian OSH legislation, regulations, and safety standards.
  • Strong ability to identify workplace hazards and implement effective risk control measures.
  • Good knowledge of HIRARC/JHA, PTW, incident investigation, root cause analysis, and emergency response.
  • Strong leadership, communication, coordination, and interpersonal skills.
  • Good analytical, problem-solving, documentation, and reporting capabilities.
  • Ability to conduct effective safety inspections, audits, investigations, briefings, and training.
  • Ability to communicate and work effectively with management, employees, contractors, subcontractors, clients, and regulatory authorities.
  • Strong organizational skills with the ability to manage multiple EHS activities and priorities.
  • Ability to work independently while also contributing effectively as part of a project team.
  • Proactive, responsible, and committed to maintaining high standards of workplace safety and occupational health.
  • Willingness to work on construction/project sites and respond to operational or emergency requirements when necessary.
