Assistant Manager, Enterprise Intelligence & Analytics
(Tengah General and Community Hospital)
This is a foundational Digital, Data & Technology role responsible for building the enterprise data and analytics layer that will support TGCH’s Enterprise Planning Platform and future operational intelligence capabilities. The role will integrate data from multiple internal and external sources, convert them into trusted planning datasets and develop analytics outputs that support hospital planning, operational readiness and future data-driven operations.
In this role, you will connect data across demand, capacity, workforce, finance and operations so that TGCH can make better enterprise-level decisions from the planning phase through ramp-up and post go-live operations.
Job Responsibilities
- Identify, acquire, consolidate and manage data from multiple sources, including MOH and GCCP planning datasets, national census and demographic datasets, operational activity and utilisation datasets, workforce and HR datasets, financial datasets, and service, infrastructure and capacity planning datasets.
- Transform disparate data sources into structured, documented and reusable enterprise planning datasets, and support data governance, quality assurance, validation and version control processes.
- Conduct analyses to support demand forecasting, service planning, capacity planning, workforce planning and financial planning, and translate complex datasets into insights that inform strategic and operational decisions.
- Support the development of planning assumptions, scenario analyses and forecasting exercises, and assist in evaluating implications of demand changes, service redesign, policy shifts and operational strategies.
- Design, develop and maintain dashboards and visual analytics products for demand monitoring, capacity planning, workforce tracking, financial planning, operational readiness and enterprise performance monitoring.
- Support the development of TGCH’s Enterprise Planning Platform by preparing, structuring and maintaining the underlying data layer, integrating new data sources and developing analytical models and data structures required for planning use cases.
- Support the development of AI-enabled analytics and decision-support capabilities, and explore opportunities to leverage Generative AI, predictive analytics and machine learning, natural language query and search, retrieval-augmented workflows, process mining and pattern detection, and scenario modelling and simulation.
- Support analytics related to hospital commissioning, service activation and ramp-up planning, including workforce ramp-up, capacity monitoring and benefits realisation.
- Work with stakeholders across Enterprise Strategy & Planning, Clinical Services, Operations, Human Resources, Finance, IT and Digital teams, and cluster and system-level planning partners.
- Present analytical findings in a clear and practical manner and bridge business questions, data requirements and technology solutions.
Job Requirements
- Degree in Data Science, Statistics, Business Analytics, Information Systems, Computer Science, Engineering, Economics, Operations Research or a related discipline.
- 3 years of experience in data analytics, business intelligence, planning analytics, data integration or related disciplines.
- Experience working with large, complex or multi-source datasets. Experience in healthcare, public sector planning, infrastructure planning or complex operational environments would be advantageous.
- Strong SQL skills for querying, joining and managing datasets, with proficiency in Power BI, Tableau or equivalent data visualisation platforms.
- Working knowledge of Python, R or equivalent analytical tools, and strong Microsoft Excel and data modelling skills.
- Familiarity with data integration, ETL processes, statistical analysis, forecasting and scenario analysis.
- Familiarity with artificial intelligence, machine learning, Generative AI and modern analytics concepts would be advantageous.
- Strong analytical and problem-solving abilities, with the ability to translate complex data into clear, practical and actionable insights.
- Strong communication and stakeholder engagement skills, with high ownership, attention to detail and the ability to manage multiple workstreams in a dynamic planning environment.
- Candidates with more relevant experience may be considered for appointment at the Senior Assistant Manager level.
