Regulatory Managers (Hazardous Materials/Chemicals/Explosives- Mining/Manufacturing/Energy/Industrial)
Role Description and Purpose
This role will be instrumental in ensuring Company's operating sites remain compliant, licensed, and positioned for long-term success. The Regulatory Manager will lead the strategic alignment of site licenses, permits, and regulatory approvals with newly introduced AN regulations, helping secure Company's Long-Term Operability (LTO) while minimizing regulatory risk.
The Regulatory Manager shall serve as Company's key regulatory advisor and representative in Malaysia, engaging directly with regulators, influencing critical licensing outcomes, and partnering with internal and external stakeholders to navigate complex regulatory challenges across multiple jurisdictions.
Key Accountabilities
Regulatory Compliance & Licensing
- Develop, maintain, and govern a comprehensive licensing register for all operating sites in Malaysia, ensuring licenses, permits, and approvals remain current and compliant.
- Lead the review and alignment of existing site licenses with the revised Malaysian Ammonium Nitrate (AN) regulatory framework to support Company's Long-Term Operability (LTO).
- Liaise directly with regulators, government agencies, and relevant authorities to obtain, renew, and maintain all required licenses, permits, and approvals.
- Manage statutory approvals for new sites and facilities, including KM approvals, Police permits, Business Licenses, and other jurisdiction-specific regulatory requirements.
- Monitor emerging regulatory developments and provide timely guidance to business leaders on compliance obligations and operational impacts.
Stakeholder Engagement & Representation
- Procure, engage, and coordinate external subject matter experts (SMEs), consultants, and specialist advisors for technical and regulatory support across multiple regions.
- Partner with Legal, Manufacturing, Supply Chain, Security, and Operational teams to ensure regulatory requirements are effectively implemented and maintained.
- Represent Company in regulatory discussions, industry forums, and stakeholder engagements to support compliance, risk management, and business objectives.
Metrics
- Timely and cost-effective completion of licensing and regulatory accountabilities as determined by the Territory Manager.
- Maintenance of full regulatory compliance for all Company operating sites in Malaysia — zero licence lapses or enforcement actions.
- Successful alignment of all site licences with the revised Malaysian AN regulatory framework to secure Long-Term Operability (LTO).
- High internal stakeholder satisfaction across Legal, Operations, Supply Chain, and Manufacturing functions.
Critical Experience and Qualifications
- Bachelor's degree in Law, Engineering, Science, Environmental Management, Chemistry, Regulatory Affairs, Business, or a related discipline.
- Minimum 10 years' experience in regulatory affairs, licensing, compliance, government relations, or a related field within a highly regulated industry.
- Demonstrated experience managing regulatory approvals, permits, and licences across multiple regulatory authorities.
- Strong knowledge of regulatory frameworks relating to hazardous materials, chemicals, explosives, manufacturing, mining, energy, or industrial operations.
- Proven ability to engage and influence government agencies, regulators, law enforcement authorities, and external stakeholders.
- Experience leading complex regulatory or licensing projects with multiple workstreams and stakeholders.
- Strong project management and stakeholder management skills, with the ability to drive outcomes in a complex regulatory environment.
- Excellent written and verbal communication skills with the ability to interpret and communicate legislative and regulatory requirements to business stakeholders.
